Violence in Manipur

There is no dearth of violent incidents in Manipur to refute the misleading claim of Gaikhangam Gangmei on the "improved" law and order situation.
He dubs the perpetrators "cowards" and vows to nail them down.
It is a mystery how these "cowards" continue to stick out their necks in planting bomb or ambushing the well armed personnel.
It is also a sad commentary on the performances of the Congress government that so far not a single "coward" has been accounted for notwithstanding the fact that attacks of all sorts have been on the rise.
There is an urgent need on the part of the state and the central governments to do some soul searchings on what had gone haywire.
The policy of luring out some armed groups to sign the vague suspension of operations has not had the desired result.
After achieving the immediate goal the government is leaving them in the lurch.
There is no talk. Stipend is not paid regularly.
Though they had joined the national mainstream the government had not withdrawn the charges against some leaders with the result that they have to appear in the NIA court in Guwahati at huge personal risk and expenses.
Even after ten years there is no indication that talks will be held with these signatories at all.
But the mattter cannot be left there since there have been violent incidents every now and then.
The centre has made its position clear saying that no talks shall be held with those who have not eschewed violence.
But these signatories fit the bill since they have been abiding by the ground rules.
Or had the state government sent some adverse reports to the centre against some signatories?
Whatever the matter, the government in Imphal and Delhi should seriously endeavour for a durable peace.
But can such a peace be restored considering the fact that major outfits had spurned the olive branches offered with strings?
