Subject : Complaint against Deputy Comissioner, Churachandpur, Manipur.
Regarding : Using of public domain (.com) website in district administration.
Respected Sir,
1. Instead of utilizing govt. domain like “gov.in” or “nic.in” the District Administration of Churachandpur District, Manipur is using a public domain “.com” website called www.ccpurdistrict.com.
2. As per the “Guidelines for Indian Government Websites” Chapter 01, Introduction - 1.7 which was prepared by National Informatics Centre (NIC), Department of Information Technology, Ministry of Communications and Information Technology, Government of India and adopted by Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances & Pension, Government of India in the year January, 2009 it states that Mandatory denotes “the usage of the term must signifies requirements which can be objectively assessed and which the Departments are supposed to mandatorily comply with. It is anticipated that there will be no exceptions for a Department not complying with these.”
3. Nevertheless, the DC Ccpur continues to promote public domain “.com” for the government official purpose since the last few years, even though the website guidelines for Indian Government have set its rules of not to use public domain in the year from 2009. As per the guidelines of 2.2.2 (page 13), if it was used before 2009, the same can be used as an alternative/alias till six month from the date of enforcement of these guidelines and thereafter it should be of in either “gov.in” or “nic.in”.
4. The contents in the ccpurdistrict.com website are also manipulated against the factual history. It happens all because of using a public domain in which they can made-up false history which contradicts to old govt. records i.e, regarding the original name of Churachandpur districts.
5. Even after 5 years of its implementation i.e, from 2009-2014, TSA Churachandpur is shocked to ask whether the IAS officers posted as DC Churachandpur after 2009 are not even aware of the website guidelines which is a must/mandatory things for the government departments. All such old-fashioned Bureaucrats are unfit to be an officer in this era, which are lazy enough to keep up-to-date themselves.
6. On 30th March, 2015 as per the instructions of Shri Vanraj A. Chavda, Director (Administration), Department of AR & PG, we have contacted Mr. N. Ashok Kumar, IAS (Special Secretary, IT), Govt. of Manipur and nambam Deben, Assistant Director regarding the usage of public domain by the DC, Churachandpur and assured that he will take necessary action within a week, but it fails to manage even after 2 months.
7. Where is the government when government servants administered not in accordance to the policy of the government?
8. Therefore, we urged you to kindly looks into the matter and take necessary remedial action against the culprits in the vast interest of the people living in Churachandpur District, Manipur, please.
