Unfolding hostel fiasco at RIMS : In the news for wrong reasons

Making news, this is what the Regional Institute of Medical Sciences has been doing of late. That not all of them are for the right reason is what is disconcerting.
Some time back it was the refusal or failure of RIMS authority to provide information sought under the Right to Information Act and today it is about PG students told to vacate their hostel.
Lack of hostel accommodation is obviously the reason why PG students of Gents PG Hostel No. 1, Old Block (South) have been told to pack up and make way for students of the Nursing College.
As per the guidelines issued by the Indian Nursing Council, all the students of the Nursing College are to be accommodated in campus hostels and maybe it is this clause which compelled the RIMS authority to give the marching orders to the PG students.
A question which everyone ought to ask but have never thought it important to raise is, why has RIMS failed to construct the hostel for the Nursing College ?
Since on campus hostel is necessary for the nursing students, it stands that hostel is a compulsory component of the Nursing College.
How and why did the Indian Nursing Council give the go ahead signal to commence with the classes even though it must have been clear that there was no hostel standing on the campus for the students ?
A case of a break in the chain of communication between RIMS authority and the Indian Nursing Council ?
All questions and no satisfactory answer and as things stand today, some PG students of RIMS have been told to move out so as to make room for the nursing students. If this is not a fiasco then what would be ?
The RIMS authority, via its media advisor has informed that under the Phase II Project, construction of five hostels, having nearly 600 capacity is progressing with the Hospital Services Consultancy Corporation, Ltd, being entrusted with the task of the construction work.
The five new hostels include one hostel each for PG Gents, PG Ladies and Nursing students. Apart from the five hostels under construction, RIMS has also reportedly taken up the task of building 2 hostels with a capacity of 44 each.
So not everything has been left unattended, at least this is the message that has been conveyed and this is fine.
Not all educational institutions are expected to be in a position to provide hostel facilities to the students.
This is a given but then it is also not very often that hostellers are asked to vacate midway through to make way for new entrants.
It is obvious that in setting up the Nursing College, RIMS authority overlooked the compulsory component of providing hostel facilities to all nursing students.
This sounds more like a case of putting the cart before the horse and as educational institutions go, this is unacceptable.
If there were no PG Hostels and no PG students to give the marching order, then what would have happened to the Nursing students and the Nursing College ?
Perhaps RIMS authority can provide the answer.
