The path to ILP talks

After long years of lip service, if not complete denial, it is good to know that the Government of Manipur has shown some genuine concerns towards resolving the issue of public demand for implementation of Inner Line Permit (ILP) system to protect the interest of the indigenous people from the onslaught of unchecked and unrestricted influx of outsiders into the State.
Apart from seeking opinions of the legal experts along with constituting an All-Political Party Committee on ILP issue, the Government of Manipur has even invited the representatives of the Joint Committee on Inner Line Permit System (JCILP), Manipur, which is spearheading the ongoing public movement for implementation or re-introduction of the restrictive regime, for formal talks.
Even though the first invitation for talks came to nothing with the JCILPS sticking to its demand for unconditional release of one of its executive members who had been arrested by the police, the seriousness of the Government of Manipur towards resolving the issue this time has been amply demonstrated when it conceded to the demand and released the jailed executive member of JCILPS so that the process of talks already initiated is not derailed.
With all the lines and hurdles cleared, the Government yet again extended the second invitation for talks on September 9 to which JCILPS too has accepted.
However, when everything seems to be on the right track, a shadow has been cast on the proposed talks between the Government and the JCILPS, all because of a lady police officer, who is more concerned about protecting the interest of her own brother in trouble than the larger public issue lying in front of all of us. This is indeed very unfortunate.
Unhappy over the questionable conduct of Additional SP (Traffic) and Deputy Commandant of 7 Manipur Rifles Yengkhom Victoria who barged into its office and pulled up some of its members while a meeting in connection with proposed talks with the Government on September 9 was going on for daring to conduct a verification drive of non-local employees in M/S Tashi Interior office, a private company owned by his brother Yengkhom Devson, JCILPS has threatened to review its decision of holding talks in case the Government fails to suspend or terminate the lady police officer from her post or service.
It is quite evident that Victoria has not only crossed the limit of her official duties but also her jurisdiction and the Government needs to take up necessary disciplinary action against her.
However, we feel that such aberrations caused by an immature and indiscipline young woman should not be given that much importance for derailing the proposed talks on an issue which is far more important than anything for deciding the fate of the indigenous people of Manipur who have pushed to live at the mercy of the outsiders from long neglect and lack of a strong political will towards checking the influx.
