Background
UNDP supports the national programme to forge multi-sectoral collaboration with government ministries and the civil society through technical support at the central and state levels. UNDP India has undertaken evidence-based advocacy together with positive networks, NACO and its state offices for modification of existing polices and schemes, pro-active inclusion of PLHIV in the new ones (HIV-sensitive), and formulation of HIV-specific social protection policies and schemes wherever possible without compromising the confidentiality of PLHIV. The pace and rigour of making policies and schemes HIV-sensitive has varied from state to state.
Advocacy for inclusive policies/programmes for PLHIV in India is a challenge given the lack of stark visibility of the epidemic due to low HIV prevalence. The challenge has further been exacerbated by the stigma attached to the epidemic. This necessitated a concentrated and sustained effort at sensitising the stakeholders before advocating for such a change.
Despite the challenges and the time and effort required in making a case with the government sector, sustained efforts under the initiative have paved the way for amendment of 35 government schemes across the country. The State Council on AIDS (set up with project facilitation) have helped this cause by 29 directives so far to the government departments giving direction to the efforts of the various sectors in ensuring social protection for the marginalised community. Almost 150,000 people infected and affected by HIV are benefitting from the different social protection schemes.
There is now a need to strengthen the above gains, upscale them to include other marginalized groups such as transgender people. In light of the above, NACO and UNDP are looking for highly motivated development professionals for the project cell situated within NACO.
Functions / Key Results Expected
Under the supervision of the National Project Director (NPD) and UNDP, the incumbent will strategise and implement mainstreaming initiatives within the human rights framework ensuring addressing of gender issues and greater inclusion of people living with HIV (GIPA). They key areas of work will be as follows:
Ensure mainstreaming of HIV in non-health sectors for social, economic and legal protection of people living with HIV (PLHIV) and marginalised populations
o Oversee the work related to Mainstreaming Division
o Analyse the mainstreaming initiative to draw lessons and develop workable strategies for comprehensive protection for PLHIV and marginalised populations to inform formulation of NACP-IV and UNDP Country Programme.
o Look after the meetings of National Council on AIDS and similar national level committees, advisory bodies and thematic coordination meetings with donors..
o Support relevant non-health ministries, civil society and the private sector in developing policies, strategies and interventions to ensure comprehensive protection to PLHIV and MARPs through situational analysis including capacity assessment and help in drawing up action plans.
o Support relevant ministries in ensuring and reporting follow-up to directives.
o Look after formation and regular meetings of State Councils on AIDS or similar mechanisms
o Develop tools for convergence of services offered by key ministries & departments and NACO
o Regular status updates prepared for different stakeholders at national, state and district levels.
o Coordinate mainstreaming projects supported by donor organizations to enable NACO follow-up on decisions taken.
o Ensure smooth liaison between NACO and UNDP on administrative, financial and programmatic areas of UNDP supported projects
o Facilitate activities related to planning and budget allocation and liaise with UNDP for the same.
o Ensure effective and high quality implementation of project strategies
o Consolidate the work of the project with documentation of successes and learnings, organize review meetings and advocacy events, prepare tools and technical resources for implementation of action plan and steer the roll out.
o Develop appropriate MIS indicators for mainstreaming in the regular monitoring mechanisms of NACO and concerned ministries and ensure implementation
o Conduct desk reviews, address local bottlenecks and bring unresolved issues to the notice of supervisory officers.
o Quality assurance of all knowledge products developed under the project by ensuring correctness of content and language, dissemination of good practices
o Undertake any other task required for smooth implementation of the project plan, any other programme-related activity and any other task assigned by NACO.

Recruitment Qualifications
Education: Masters degree in management, public administration, social sciences or any other relevant field.
Experience:
o 10-15 years of experience in development sector
o 5 years of relevant experience at the national or international level in providing management advisory services or as part of management teams
o Excellent understanding of HIV and development issues
o Good knowledge of national, state and district level government administrative structures and processes
o Sound understanding of rights based approaches to HIV prevention and care issues
o Outstanding communication, project management and organizational skills
o Good interpersonal skills and demonstrated ability to work with people and teams to achieve results.
o Experience in design, implementation and monitoring of development strategies.
o Experience in the usage of computers and office software packages,
o Willing to travel.
o Experience in working with NGOs and civil society, and with participatory approaches
Language Requirements:
o Fluency in spoken English and Hindi.
o excellent written English skills, able to produce high-quality reports, advisories, etc., within tight deadlines
