Sustaining Claims and Counter Claims
- Hueiyen Lanpao Editorial :: February 13, 2014 -
Countries around the world have witnessed many developmental records being made and broken with no tangible impact on the citizens.
The claims to achieving set targets as well as commendable rate of implementation can posses durable imageries only when these claims posses sustainability.
Under such perspective, the recent claims of Manipur Minister of Rural Development and Panchayati Raj Francis Ngajokpa that Manipur is ahead of other Northeastern States in construction of roads under the Pradhan Mantri Gram Sadak Yojna (PMGSY) should be read in between the lines.
Here, the primary and cumulative parameters of judging certain achievements need to be reanalyzed keeping in view on whether or not the “constructed indicators” of assessing development should be seen from the pure perspective of achieving set targets or cent percent implementation of the numerous schemes meant for fortifying the welfare of the citizens.
For instance, when a Region or a State fairs well in the Human Development Index (HDI) statistically, the wellbeing of the citizens should not be assumed to have reached a stage of “take off” as formulated in linear paradigms related to development.
It should be noted that within the same paradigm, Human Poverty Indexes are also equally high.
At the end of the day, the claims of achieving records are mired in the vortex of statistical data rendering the envisaged vision meaningless to the people.
The trouble with tall claims has been that they are often contested by those who partake in the competitive sprint forgetting that it is the victory which is of paramount value rather than getting a bite of the circular end of the medals won.
Citizens should be constantly reminded that their wellbeing cannot be judged purely from a one dimensional paradigm of how one makes the “roads and bridges” smooth like the snake or shine like the golden ladder.
The question of sustainability should be given priority over sustaining records of tall claims.
