Suggestions on National Education Policy, 2016

Federation of Government College Teachers’ Associations, Manipur (FEGOCTA) submitted suggestions on the Draft National Education Policy (NEP), 2016. The Hon’ble Union HRD Minister replied and “thanked for the suggestions”.
FEGOCTA suggested that NEP should contain specific policies for Border States of North East India including 100% financial support by the Union government, establishment of more National Institutes, increase scholarships and national exchange programs. Such policies can bring higher education in the region up to national standards.
Higher education institutional financing with matching grant by the governments, creation of Corpus Funds, ensuring autonomy and accountability are the other suggestions. FEGOCTA opposes the creation of Indian Education Service, a new All India Service. Instead it suggested for creating State Higher Education Councils and State Higher Education Service in the states. Research guideship to the College teachers, financial assistance for attending National/International Conference/Seminars etc shall be made.
For effective decision making, coordination and feedback system institutional mechanisms shall be constituted at the national, state and institutional levels with the stakeholders including women teachers. FEFOCTA welcomes NEP proposals of the concurrent teaching both in UG and PG levels by the college teachers, constitution of a Central Educational Statistics Agency, collaboration and exchange programme of Indian universities with foreign universities.
On school education, FEGOCTA suggested that school curriculum shall include plural culture, diversity, inclusive history and geography of India. It accepts NEP proposal to make mother–tongue or regional languages as the medium of instruction up to Class V.
The common curriculum shall be in science and mathematics only. Social sciences and languages including English are left to the states. FEGOCTA emphasizes that National Education Policy, 2016 is relevant to the society, has strategies to support Border States of North East and meet the requirements of 21st century India.
