Suggestions on 7th UGC ROP to Union HRD Minister

The Recommendations of Federation of Government College Teachers’ Associations, Manipur (FEGOCTA) on the 7th UGC ROP was submitted to Shri Prakash Javadekar, the Hon’ble Union HRD Minister at a meeting on 3rd October, 2016 in Imphal.
FEGOCTA highlighted the failures, distortions and great variations in the implementations of the 6th UGC ROP by the state governments including Manipur. It requested the HRD Minister to ensure qualitative changes in higher education and also dignity, respect and justice to the teaching community when Union Government frames the 7th UGC ROP.
FEGOCTA is thankful to the HRD Minister for his assurances to consider the recommendations of FEGOCTA.
FEGOCTA suggested uniform UGC Scales of Pay and Payment of arrears, extending of 100% assistance to the state governments in North East India and ensure full implementation of 7th UGC ROP within a time frame.
It also proposed training programe for entry level Assistant Professors for a period of 3 months and two advance increments for every five years for Associate Professors who have completed one Refresher Course, attend two Seminars/Conferences/Workshops and engaged actively in teaching; students oriented mentoring activities and research.
Academic freedom, Academic Allowance, Leave Travel Concession (LTC) and Special Compensatory Allowances in Remote /Hill Areas shall be provided to the teachers for effective performance of their academic and social responsibilities. In order to attract and retain the talented persons into teaching profession, higher pay scales than civil service and at par with those of IITs, increasing the advance increments to the Ph.D/M.Phil holders and age of superannuation at 67 years have been proposed.
API shall be modified to count all the three Categories; if it is not removed. The scale and designation of Principals shall remain as Professors. Professorship and guideship shall be provided to all the eligible under-graduate college teachers.
Study leaves for teachers undergoing post-doctoral, Ph.D., M.Phil etc and sabbatical leave shall be granted. Collaborations and exchange programmes among the universities and colleges in India as well as with those of foreign countries shall be introduced.
Funding and financial assistance for research and research facilities shall be provided by the UGC, industries and state governments in the undergraduate colleges also.
