Spot enquiry at Kids Care School, Langol

A combined team from Manipur Commission for Protection of Child Rights (MCPCR) led by S. Saratkumar Sharma (Chairperson) along with Bobby Singh (Program Consultant) and Manipur State Legal Services Authority (MASLSA), R.K Memcha (Member Secretary) and Y. Rother (Joint Registrar), Manipur High Court went for a spot enquiry at Kids Care School, Langol regarding the recent incident (death) of one of its student due to corporal punishment.
The combined team met some of the parents of the students of the residential school and local leaders and enquire on the incident. The team also inspected the classrooms, hostel rooms (boys & girls), warden room and kitchen room.
There were no record available on the number of teachers, students (day scholars and hostellers) and fee structures. It appears that students classes from VII to X were sent to another school for appearing their examination. There was no record of affiliation either in State board or Central Board recognised by Directorate of Education (S) under RTE Act, 2009.
Hostels for both boys and girls are in pitiful condition (no adequate ventilation). The girls hostel room was situated next to the Principal accommodation separated by a big open window with no bars, which is against the norms given under existing Child laws/RTE Act.
This Commission has written a letter to the SP Bishnupur to provide action taken report on the above incident.
The matter needs further examination in the best interest of the children. And also, the Commission will start inspecting all the boarding schools run by private/govt. and private tuition centres under RTE & CPCR Act.
