Re-screening of rejected candidates as per UGC regulation 2009/2010

I think MPSC, Manipur had intentionally committed several unethical mistakes in announcing their selection criterion for the post of college assistant professors. In the last week, MPSC rejected several candidates based on their locally fabricated eligibility criterion, which was doctored illegally against UGC regulation 2009/2010.
Now, MPSC come to know that they are vulnerable to legal proceedings from applicants and public. So, in order to save itself, MPSC has again made a correction this week stating that candidates having M.A./M.Sc. & NET/SLET in relevant subjects (in addition to concerned subjects) are eligible for applying in the posts of Assistant Professor.
Now the question that remains unanswered is - Did MPSC follow UCG Regulation 2009/2010 in preparing the list of rejected candidates? I think MPSC did not follow UGC regulation.
For instance, a person having B.Sc. in Zoology, MSc in Biochemistry & SLET in Life Science should be eligible to apply for the post of an assistant professor in Zoology.
But, such persons are in the rejected list with a remark saying "not having requisite qualification". I can prove it!!! This shows that MPSC did not follow the UGC regulations. Appointment should be done strictly based on UGC rules.
In this regard, I would to draw the attention of all the rejected candidates that they should make a demand to MPSC through legal proceeding in order to carry out a re-screening of the rejected candidates very strictly based on UGC regulation 2009/2010.
Rejected candidates should demand the Govt. of Manipur to make an inquiry commission to investigate as to how and why MPSC had made such unethical mistakes.
The authorities of Education department and directorate of Higher Education (U) of Manipur along with the authorities of MPSC must be held accountable for such wrong doing. Subject experts and officials involved in making incorrect selection criterion must be punished legally for indulging in misleading activities.
