Physically challenged and an underage girl was seduced, intoxicated and raped in Resto Bar at Kongba Bazar, Imphal East District, Manipur. Police delayed filing the complaint and FIR missing relevant sections of Indian Penal Code. North East Support Centre & Helpline appeals Director General Police to book the owner of Resto Bar under the law.
According to the source reaching to the Office of North East Support Centre & Helpline said that Anita (name changed) 15 years old from Wangkhei, Imphal East, Manipur went missing from her home at 4 PM on August 21, 2011. She was found unconscious from a home at Kongba Bazar at 9 pm same day and latter told the horrific story of how she was raped.
The father of the victim said that his daughter was seduced, intoxicated and raped by a man age 20 from Andro Khunjao at Rainbow Fast Food, Kongba Bazar at 4.30 PM on August 21, 2011 and abandoned by the rapist in nearby place. She was admitted at Raj Pol Clinic Imphal, latter shifted to Jawaharlal Nehru Hospital and then to Regional Institute of Medical Science at Imphal.
The matter was reported to Porompat Police station on same night and police officers on duty turned off to entertain their complaint and told them to come back in morning. They were turned down by Porompat Police officials at 10 in morning, saying that the area does not fall under their jurisdiction. FIR was registered under Irilbung Police Station after much struggle at around 8 PM on August 22, 2011.
Madhu Chandra, Spokesperson of North East Support Centre & Helpline spoke to Office In charge of Irilbung Police station, Mr. Nasir Ahmed and reported that FIR No. 68/08/2011 U/S 376 Indian Panel Code is registered and the rapist is arrested. The medical examination was conducted and police was yet to receive the report from doctors. “The rapist has accepted the charges against him as confessed before the police,” says Nasir Ahmed.
North East Support Centre & Helpline has demanded in a memorandum courier to Chief Minister of Manipur copies marked to Director General Police and Manipur State Minority Commission to include other relevant sections of IPC for crimes related to seducing, intoxicating and raping physically challenged underage girl.
“The Rainbow Fast Food, Kongba Bazar, where the crime took place must also be booked and punished under the law of the land. The victim should get justice and Manipur Government should compensate the victim to rebuild her life for future," demands Madhu Chandra.
While referring to the crimes against women in Manipur, Madhu Chandra appeals state government, “Before Manipur becomes rape state like in Delhi where every eighteen hours a woman raped and every six hours a women in UP. It is always better to be proactive in addressing issues such as sexual violence against women and children.”
The police should be more people orientated and made easy approach to seek their assistance. Mr. Nasir Ahmed while talking to Madhu Chandra was very rude, “After I introduced myself, he calmed down, otherwise, he was very rude. I have appealed Police senior official to look into the matter and make policing more people oriented,” says Madhu Chandra.
Anita is physically challenged and studying class eight at Meitei Mayek High School at Wangkhei and Christian by faith. She is still struggling in the hospital.
