Want welfare measures sanction by the central/state government to reach the villagers.

Ever since India got Independence, various means or measures have been initiated by the government of India for poorest of the poor, such as Backward class (including Scheduled Caste & Scheduled Tribe).
Sadly, in a state like Manipur, one in the corner most state of India, most of such measures for the needy were since then siphonoff by the people's representatives (Member of Legislative Assembly). Besides, there are many people who acted as the third party to implement such schemes, projects etc. All these welfare measures are control by this third party who are hand-in-glove with the MLAs, and the MLAs with the Insurgent groups in various forms. Moreover, local govt officials are hand in glove with the village Chief/Headman.
In such a situation, no helpless villagers are able to speak against such practices of the Big-Wigs starting from the MLAs. The poor villagers are in the mercy of their village Chief/Headman, Insurgent Groups, local govt officials, MLAs and what more left.?
They (poor villagers) are not even allow to open their personal Bank Account as a beneficiary for MNRGES, etc.
Therefore, this is a humble appeal to all concern citizens of India in particular and the world to act in one-hand and voice for the helpless and voiceless common people of Manipur.
