Passing out parade of 40th Basic Course of North Eastern Police Academy

After 48 weeks rigorous training, 169 trainees of the 40th batch basic course took oath on Saturday during the passing out parade held on the 20th of December 2014 at North Eastern Police Academy. Smti D R Doley Barman, IPS, Director NEPA administered oath. Shri Kiren Rijiju, Hon’ble Union Minister (Home) reviewed the Parade. Many high ranking dignitaries, invitees and family members of the trainees witnessed the spectacular parade.
Amongst these 169 trainees in the rank of DySP and Sub Inspector, 107 are from Arunachal Pradesh, 30 from Nagaland, 15 from Sikkim, 8 from Assam (Home Guards), 5 from Mizoram and 2 each from the States of Manipur and Meghalaya. The present batch of basic course is having, including 5 Woman DySP Probationers and 28 Woman Cadet SIs.
The total strength of DySP probationers is 20. The 40th batch basic course started w.e.f. 30th January 2014. The basic course trainees are given training as per approved syllabus of BPR&D. Indoor training schedule incorporates a broad-based and scientific approach to the role of Police in modern society. The indoor subjects are taught in three categories viz (1) Social Sciences (2) Police Sciences and (3) Legal Studies.
Social Sciences cover the subjects – Constitution of India, Modern India & Role of Police, Human Behaviour & Police attitude, Huuman Rights, Management Concept & technique, Criminology and Hindi. Police Sciences cover the subjects – Police organisation & administration, Police manual, Crime prevention, Maintenance of law & order, Crime investigation, Science & technology, Forensic Science, Forensic medicine, Computer, Preparation of Case Diaries/Final Report/ Case study.
Legal Studies cover the subjects – Indian penal code, Criminal procedure code, Indian evidence act, Minor act, Law with books. The Outdoor subjects comprises – Physical training, Drill, Weapon training and Police operations. Under physical training, obstacle training, cross country and endurance are taught. Under drill, various drills like foot drill, arms drill, cane drill, ceremonial drill, guard mounting drill, lathi drill and miscellaneous drill are taught.
Under weapon training, firing training (day & night) with various weapons like INSAS Rifle, LMG, Pistol, 2@/51 mm Mortar, etc are given. Under Police Operation, training on riot drill, field craft / battle craft / tactics / counter insurgency, map reading are given including jungle camp.
Training films are shown to the trainees at different intervals. They are given library classes to update their knowledge. The learning process of the trainees is evaluated continuously by conducting snap tests, periodical tests, mid-term examination and final examinations. They are also assessed in their co-curricular activities, sports, games.
The trainee who remains most active during training is declared ‘trainee of the month’ and a report in this regard is being sent to the concerned States. All the basic course DySP probationers are provided with a Laptop with internet connection. Swimming has been introduced from this year. The trainees were sent for study tour to various parts of the Country in the month of September 2014. For the active participation of the trainees in different co-curricular activities, societies have been formed viz Social Service Society, Quiz Society, IT & Literary Society, Cultural Society, Sports Society and Photography Society, where they showcase and hone their talents and skills.
During the training the trainees maintain high sense of discipline and the Academy tried its best to keep their morale high. Adequate medical care has been provided to the trainees through the NEPA Hospital. The Social Service Society of this basic course have voluntarily contributed and paid the school fees of poor students and thereby sponsored their education in Kendriya Vidyalaya NEPA. They also had organised sports events in the village and given sports items, blankets and other such needy necessities to the poor & aged villagers.
The trainees have actively participated in the Swachch Bharat Mission drive. Sanction of competent authority was conveyed this year to provide Mess Subsidy @ Rs. 1,000/- per trainee per month to the police trainee officers belonging to N E States attending basic course at NEPA and the same is regularly being paid. Efforts are being made to send the DySP trainees for foreign training programmes. Besides basic courses, NEPA conducts various in-service training programmes for the benefit of police officers from different States.
Other than the police officers from India, police officers from the neighbouring Countries – Nepal and Bangladesh, have also attended training at NEPA. Some of the courses are run with the faculty support from Expert Agencies like NCB, NDRF, RBI, SIB, Assam Rifles, NASSCOM, DSCI, ASCL, Judicial Officers & Judges, Media personnel, SEBI, DRI, CERT-IN, UNHCR, ICRC, IIM, UNAIDS, CFSL, Universities and many prominent NGOs, etc.
This year the NEPA has conducted 21 specialised short term in-service courses and 15 Seminars/Workshops and 967 police personnel have been benefitted by these specialised training programmes. All 169 trainees have passed their indoor and outdoor exams and passed out from NEPA. Though all trainees performed well, some trainees have excelled in certain subjects / areas and qualified themselves to receive medals and trophies. Shri Kiren Rijiju, Hon’ble Union Minister (Home) in his address, appreciating efforts made by all, congratulated the young officers, Smti D R Doley Barman, IPS, Director & staff of NEPA and distributed the Trophies & Medals to the winners. The Hon’ble Minister also inaugurated newly constructed ‘Training Block’ and ’10 bedded Hospital’.
