A public discussion on 'Crisis of Electricity in Manipur: Is there a way out?' was held at Imphal Hotel on 6th January 2011 with Dr. A. Bimol Akoijam of the Jawaharlal Nehru University, Delhi as the moderator. The following resource persons spoke on the occasion:
1. Professor Amar Yumnam of Manipur University;
2. Mr. R. K. Kishore, Additional Chief Engineer – I, Electricity Department;
3. Mr. Pradip Phanjoubam, Imphal Free Press;
4. Mr. Mehoubam Rakesh, Human Rights and Legal Network;
5. Mr. P. Arunkumar, President, Consumer Club, Manipur; and
6. Mr. Kh. Khamba, Superintendent Engineer, Electrical Circle-I, Electricity Department.
The discussion was attended by academicians, social activists, film makers, media personnel and others. A wide range of issues relating to the power sector of Manipur including consumer and departmental responsibilities were deliberated upon in the discussion. The following resolutions were adopted at the end of the discussion:
1. The members present in the meeting have resolved to urge the Government of Manipur to bring out a 'White Paper' on power (electricity) situation In Manipur and what, why and how they manage electric power supplied to the people of Manipur.
2. The members present in the meeting have decided to make an appeal to all the civil society groups, professional bodies and others to take appropriate actions, including legal and constitutional means, to ensure regular and adequate electric power supply to the people of Manipur.
3. The members present in the meeting have requested the print and electronic media in Manipur to take pro-active initiatives to ensure regular supply of electric power in Manipur by way of generating public debate and opinions on the matter.
4. The members present in the meeting have also requested FIPA (Forum for Indigenous Perspectives and Action) to pursue the matters with a follow up meeting within a month or two.
