No eligibility criteria for over 40 years : Make MPSC more meaningful

Tough to believe this.
But for over 40 years, the Manipur Public Service Commission has been functioning without a well laid down eligibility criteria for the competitive examinations it conducts.
Reflects the character of the successive Governments and it is hard to believe that if no noise had been raised, the Government would have allowed this state of affairs to continue.
Not that the MPSC should not recruit people from other States, but what is the harm in laying down certain criteria such as making the knowledge of the local language compulsory ?
If other States can have their own set of eligibility criteria, what took the State Government so long to come around to this idea ?
Domicile, working knowledge of the local language etc are all points which have been taken cognizance of in other States of the country and the fact that the MPSC has been functioning without any eligibility criteria ever since its inception on October 3, 1972 should tell a story.
A very significant story. A more than telling statement that the Government was never ever bothered about letting the MPSC select the best mind and body to serve the people and the land.
It is good that the Government seems to have woken up from its slumber, if the assurance that the eligibility criteria of the MPSC will be rectified and put in place is any indication.
For the efforts to yield fruit, it is however important for those manning the affairs of the Government to at least have a knowledge of the functions and duties of the MPSC.
As with all State Public Service Commissions found in all the States, the primary function of the MPSC will obviously be conducting competitive examinations for appointment in the State Government.
Apart from the examinations conducted to recruit officers into the Manipur Civil Service, the Manipur Police Service and the Manipur Financial Service, it is also expected of the MPSC to conduct exams for recruiting engineers, doctors and others.
Apart from conducting the recruitment tests, it is also in line that the State Government will consult the MPSC on matters concerning promotions and transfers of State civil officers.
It is not for nothing why there is the widespread belief that the quality of State civil service officers correlates directly with the efficiency of the State Public Service Commissions.
The MPSC cannot be an exception and this is why the fact that there is as yet no eligibility criteria for selecting officers is so hard to digest.
Time for the Government to fasten its belt and come to the realisation that recruiting the best means it has to first do its homework.
