NSCN to define 'shared sovereignty'

The NSCN (I-M) will set up a panel to define the "shared sovereignty" and "special relationship between India and Nagas" with the Centre that the "secret" peace accord is believed to have committed.
A panel, comprising six or seven members, including senior leaders V.S. Atem, Rh. Raising and A.K. Lungalang, will flesh out a memorandum of settlement with the Centre. The boundaries of the settlement have been defined as mentioned in the accord signed by the NSCN (I-M) and the government yesterday.
Although sources have said that the accord protects the territorial integrity of Nagaland's neighbouring states with substantial Naga populations, the government or the NSCN (I-M) has shied away from making any announcement. NSCN (I-M) sources today also said that "decommissioning of arms" cannot take place unless the government fulfils all its obligations.
