Murder of a Young Social Worker

Liangmai Katimai Ruangdi, Delhi (LKRD), strongly condemned the barbaric killing of Mr. Chawangkebou Nkhapuinamai, a young and promising social worker, who works as a P. A. of Vice-Chairman of Hill Areas Committee, Government of Manipur on 31st May 2015, just a day ahead of ADC election, in Kuilong Segment. It is, in all sense, a very inhuman and shameful act.
Anyone who values free and fair election is horrified by the incident. Shock has been expressed by community in the areas. His sudden demised has shocked us. Such an act of murdering a youth is an attempt to intimidate and undermine the growth and progress of our society and those working to build a better community.
We urge the concerned bodies or societies to speed up the case and provide justice for the victim and the family according to the law of the land. Right to speedy trial is the essence of criminal justice and there is no doubt that justice delayed is justice denied. Article 21 of Indian Constitution confers a fundamental right on every person not to be deprived of his/her life or liberty except in accordance with the procedure established by law.
Moreover, the procedure should be reasonable, fair and just. The procedure cannot be fair unless it ensures speedy trial for determination of the guilt of the accused. Hence, speedy trial is an integral and essential part of the fundamental right to life and liberty enshrined in article 21.
We urge the Government of Manipur to assist and help the victim’s family to meet all the requirements in this case as well as those who depend on the victim for their livelihood. Meanwhile, we also appeal to all leaders and community members to refrain from such inhumane or insane act in future.
