(In the matter of taking up certain measures to maintain the sanctity of Democracy and to conduct the 10th State Assemly Election in the State free and fair)

Sir,
We are proud of being a citizen of India, the largest Democratic Country in the world and peoples participation to the policymaking of the Country either directly or indirectly is the very essence of Democracy. But the sanctity of democracy cannot be maintained due to lack of taking up certain measures to provide free and fair election in the State by the ECI for the last several decades.
The so called election in the State is almost converted to be a dirty game of auction of voters by the so called electoral players of voting games. Impersonation, booth capturing reaches its peak somewhere in the State. Voting is over before 24 hours ahead of the poll hour. It appears an omen towards the doomsday of the Country.
The election to the 10th State Assembly of Manipur may be held in the month of February, 2012. The State has claimed its 6 decades of democratically elected government but the reality is quite contradictory to the very essence of democracy.
In almost all the 20 assembly segments of the Hill Districts, the majority of voters have not been getting the opportunity to cast their votes in favour of any Party or any candidate for the last 60 years. Their political status becomes nothing more than being a bonded citizen of this sovereign democratic republic country. Their franchise have been fortified and they are bound to obey the dictates of the UGs or the civil societies which work in tune with the agenda of UGs for several decades.
In the polling booths of valley districts also, impersonation or booth capturing in almost all the hypersensitive booths which are considered home polls of candidates have a usual phenomenon making long long queues outside the polling booths for show only but inside the polling booths some 10/15 youths use to cast the votes of the whole voters by impersonation. The Presiding Officer and the polling personnel become helpless due to lack of adequate security coverage. It needs to be checked for maintaining the sanctity of Democracy.
The State Forces are sometimes used as political police by the ruling party in the State for getting its party candidates elected in the State Assembly Election.
Hence, Bharatiya Janata Party, Manipur Pradesh urges the Election Commission of India to take up certain measures as suggested hereunder so as to maintain the sacrosanct fabric of Indian Democracy and provide free and fair election in the State; -
(i) The central forces be deployed in this election for security purposes, not the state forces at all.
(ii) Video Camera be installed in all the hypersensitive polling booths in the valley and uninterrupted video coverage be made from the beginning of the poll hour
till the completion of the poll process inside the polling booths so that the camera may ave photo capture of what is exactly happening inside the polling booths. The same be made arranged for remote polling booths in the Hill Districts of the State.
(iii) Appropriate necessary action to be taken up on the basis of the video coverage such as repolling, taking up legal action against the law breakers etc. etc.
(iv) The militants or cadres of the UG groups with whom the GOI is having cease fire agreement or Suspension of Operation (SoO) be strictly instructed to stay
in the designated camps of their organisation so as to check them dictate over the issue of election in the State.
(v) Some special measures be taken up to check the extraordinary role of money in the election behind the screen which may be considered hidden power to tranquillize the voters.
