Memorandum from Manipuri National Council (MNC) submitted to CM Assam
Dispur, 7th December, 2015
The Manipuri National Council (MNC), Assam, organised sit-in-protest at Dispur last gate on 7/12/2015, demanding up-gradation of the Manipuri Development Council to Manipuri Autonomous Council through an enactment by the Honorable State Assembly to provide autonomous administrative and financial institution. This demand is to secure overall social, cultural, political and economic development of the community. MNC also demanded reservation of 3 seats for Manipuri representatives in the proposed Upper House of Assam and re-organisation or delimitation of Manipuri inhabited constituencies like Lakhipur, Sonai, Hailakandi, Hojai, so as to secure political representation in State legislative Assembly of Assam.
MNC further demanded preservation and protection of the areas/locations of historical significance, depicting the relation of Ahom and Manipuri kingdom. These include Mithapukhuri in Sivsagar, Manipuri Rajbari at Guwahati, and Pratapgarh Pukhuri at Karimganj so as to play a role in promoting and protecting – cultural heritage and the rights of Manipuris as indigenous peoples of Assam.
These demands come after 5 years of existence of the Manipuri Development Council (MDC) as the MDC could not address the genuine development aspiration and needs of the community. The programmes and budget allocations under the development council had been grossly insufficient to cater almost 7 lakh Manipuri populations living in 13 districts of Assam.
The members of MNC feel a sense of neglect by the Government and realise that non-representation of Manipuri community in the State Assembly is one of the major factors. MNC also expressed its regret that not enough infrastructural, institutional, programmatic and budgetary allocations made for protection and promotion socio-cultural and language of the community. This has led to degradation of rich traditions – social, culture and language.
MNC submitted a memorandum to Honorable Chief Minister of Assam demanding urgent actions considering the rightful demands of the community.
