A Memorandum Submitted to National Consumer Commission
A Civil Society Delegation led by Kakching G. P. W. Consumers Welfare Union met the Manager of the Leibaklei Gas Agent, Kakching and submitted a memorandum - demanding clarification on the grievances faced by the consumers while applying the Direct Benefit Transfer Scheme. The copies of the memorandum were also submitted to the National Consumer Commission, Manipur State Consumer Commission, the Deputy Commissioner Thoubal and Indian Oil Corporation Ltd. (Silchar Area Office).
The delegation demanded Leibaklei Gas to displace the approved prescribed fees for change of names and transfer of consumers on office notice board. The manager of the Leibaklei Gas Agent also informed to the delegate that the consumers can apply Direct Benefit Transfer Scheme online, which is available in the company website.
The delegate also took up the matter of new connection, which the agent has been charging from the consumers more than the price fixed by the Indian Oil Corporation Ltd. The approved cost of new connection by the Indian Oil Corporation Ltd. is Rs 1150 for an empty cylinder (14.5 kg), regulator Rs 100, Hotplate Inspection Rs 250, Installation fee Rs 50, Mechanic on Spot Inspection Rs 75 and administration charge Rs 50 and extra storage charges.
The Indian Oil Corporation Ltd. has not made hotplate compulsory with new connection, however, the Kakching Leibaklei Gas Agent has been compelling the consumers to buy the hotplate from them along with new connection.

Respected Manager,
I, on behalf of the Kakching G. P. W. Consumers Welfare Union, would like to draw your attention to the grievances faced by the consumers while applying the Direct Benefit Transfer Scheme for LPG. Therefore, we would seek your response to the followings:
1. Your Staff has been charging different fees to different consumers for changes of name and transfer of consumer. The amount charged by your staff from the costumers ranges from RS 1800 and above without issuing the receipt. What are these charges for and the actual prescribed charges approved by Indian Oil Corporation Ltd.
2. Online facility to submit the bank detail of consumers, which is available in your company website (http://indane.co.in), is also not accepted at your office.
3. The public is also facing the inconveniences in applying new connections. The higher amounts are charged other than the prescribed rate available on your company website. The costumers are also compelled to buy the hotplate from your office with new connection.
The representative of LPG consumers at Kakching, reserve our rights to seek the legal help if your office fail to rectify the defaulters mentioned above.
