Manipur Civil Services Combined Competitive Examination is a complete mess

Whenever there is an exam conducted by the MPSC for the recruitment of MCS officers, controversy automatically step in. Recruitment of MCS officers has always been an episode to watch on. Recent prelim MCS exam has clearly shown the sanctity of the exam.
As published earlier in one of the article, few questions were CCP (cut copy paste) from two blog. 23 sets of questions was from the 1st page of exam guru blog itself.
The person who CCP (cut copy paste) those sets of questions did not want to want to feel the pinch of clicking the next page to look other questions and hence CCP (cut copy paste) those questions straight away.
Same in the 2nd blog too where the questions has been retrieved . The person didn’t want authenticate the answer before setting the questions. In fact, one of questions didn’t have the answer in any of the option. In few questions, the answers were right more than one.
Few candidates who had appeared in the exam found that the question booklet seal was already broken and not intact and re –sealed again by sello tape. Does it mean that the questions were already circulated prior to the examination schedule? Shall we call it as careless way or mismanagement to handle?
Despite of these hush and push, the results were out on 25th Sept 2011.Many aspirants were shocked to see the result declare as nobody had the idea on what basis the results were declared.
There are many loopholes involve in recruitment of MCS officers. It‘s a matter of disheartenment and demotivating those aspirants who want to be a MCS officers in the State.
Many students and working professional staying in State and outside State give a try to be MCS officers. But, ultimately their dreams shattered due to such an activity.
There are umpteen no of students who are successful in All India Exams but in exams conducted by the MPSC like MCS exam they fail to get thru because the hard work and the knowledge does not pay in our State.
I would like to refer to one of the article written by Dr M James published in e-pao date 30th Sep 2011 where he has cited about the rule of MCSCCE recruitment Rule, 2005.
As per the recruitment rule, 15 times the number of vacancies should have been shortlisted which comes out to be exactly as 2070 candidates since the no of vacancies are 138 seats. But unfortunately only 731 candidates were shortlisted.
Was there any amendment passed thereafter the 2005 notification that the no of shortlisted candidate can vary from time to time and the earlier notification does not hold true?
Is there any notification webcasted or published or notified about any amendment of the 2005 recruitment rule?
If no amendment to the 2005 recruitment rule has been passed, then the no of shortlisted candidates should be increase thru a second list making it to 2070 candidates as per the 2005 recruitment rule .
The concern authority should consider the notified rule and act to it or clarify on the arrival of the no of shortlisted candidate.
The recruitment of MCS officer would remain a controversial episode only .
