MPSC Examination is a Fraud Examination

The result of "Manipur Civil Services Combined Competitive (Preliminary) Examination, 2010" is out. So also the controversy connected to MPSC are also published. Before the examination is conducted, what is the need for partial modification of this exam again and again?
The MPSC's rules have changed many times in the course of time. It was notified after the last date is over as
".....all the applicants who have submitted their application forms for Manipur Civil Services Combined Competitive (Preliminary) Examination, 2011 and claiming to belong to SC/ST/OBC/ PWD (Persons with Disabilities) categories should furnish their SC/ST/OBC/ PWD (Persons with Disabilities) certificates along with photocopies of their Acknowledgement Cards issued by this Commission to the Commission on or before 20 June 2011. The claim of any applicant who fails to submit his/her necessary documents in support of his/her belongingness to SC/ST/OBC/ PWD (Persons with Disabilities) category on or before the aforesaid deadline shall not be entertained......"
Again in another partial notification:
".....Those OBC/SC/ST candidates, who could not submit their Caste/Community certificates to the Commission on or before 20.6.2011 as notified earlier, may also collect Admit Card on submission of their Caste/Community certificates (Attested copy). No Admit Card will be issued to those OBC/SC/ST candidates, who fail to submit their OBC/SC/ST certificates at the time of collection of Admit Card....."
What does it mean? It is nothing but a mechanism to clean-up the number of applicants. Through these mechanisms, they are able to reduce about 5,000 applicants. However it was not enough. Eventually, 8479 applicants gave the exam. That is very unique rule of MPSC!
After the preliminary examination, people realize that most of the exam's questions with answers are easily available in many website. Among them, two blogs published 23 straight questions with answers in a single page. Those who know these sites they can easily give their answers.
What is the need reading a bundle of books to give the exam? The result was declared on 25th September 2011.
In the official website, it clearly states that
".......In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in supersession of previous notifications in this regard, the Governor of Manipur is pleased to make the following rules regulating recruitment to the Services/posts specified in Schedule-I.
1. SHORT TITLE AND COMMENCEMENT:
These rules shall be called the "Manipur Civil Services Combined Competitive Examination Rules, 2005"......"
In the "Manipur Civil Services Combined Competitive Examination Rules, 2005", (Even in the official site of MPSC), it is mentioned that 15 times the number of vacancies. Since the number of vacancy for MPSC was 138 they should select more or less 2070 candidates. However, in the final list of the selected candidates is 731 only.
Did MPSC modify another rule to cut off at the maximum number by make 1:5 which was not published? It is the big questions to be answer the concerned authority. Do they think the Manipuris are stupid?
There is not big question also why was previous MPSC preliminary exam (Manipur Civil Services Combined Competitive (Preliminary) Examination, 2008) kept dumped into the dust bin?
The examination is nothing .... it is only a namesake examination which is already decided beforehand who are going to be selected and who are not going to be selected.
However, the people of Manipur need to understand what is going inside? It might be nepotism or whatever.
It is high time to wake up all and stand against just dirty job of MPSC.
