MCPCR reports on Relief Camp at Lilong Chajing

Subject : Recommendations on the immediate relief services to be provided to the children of Nungei Meitei Village presently taking shelter at a Relief Camp at Lilong Chajing Nagar Panchayat Community Hall.
The Manipur Commission for Protection of Child Rights (MCPCR) along with Child Welfare Committee Imphal West and District Child Protection Unit Imphal West jointly visited the temporary relief camp at Lilong Chajing, Imphal West today i.e., 4th July, 2016. Altogether, 450 villagers out of which 131 Children, were taking shelter in the camp.
Among other significant findings, the combined teams were shocked to learn that all the children of Nungei Meitei Village have stopped attending schools for the last three months because of the prevailing turmoil manifested in the aftermath of an incident occurred on last 11 April, 2016.
The series of violent incidents that took place in recent time in Nungei Meitei and neighboring Nungei Meitei Pangal(Muslim) village impacted the children at large. Most of the children were psychologically stress and traumatized because of the incident. Many of them are in need of immediate psycho social intervention. It was also found that Lilong Girls’ Jr. High School have remained closed since the building have been occupied by the Nungei Meitei villagers thereby affecting the normal academic activities of the school.
Considering the plight of the people taking shelter in the relief camp in general and children in particular, the Manipur Commission for Protection of Child Rights would like to place the following recommendations for taking up of necessary measures without further delay by the concerned departments given below:
Medical Department: (Attention: Director (Health)/Director (Family Welfare))
i) Sending an Immediate Crisis Intervention team of child psychologists, clinical psychologists, psychiatrist, Counselors, social workers and other mental health professionals.
ii) Providing medical team and ambulance services for facilitating daily health check- up of the children and other person in the camp.
iii) Providing free medicines as per needs.
iv) Special Immunization for infants.
v) Checkup for Pregnant mothers.
Public Health Engineering Department: (Attention: Chief Engineer (PHED))
i) Arrangement for mobile sanitary toilets near the Camp or other temporary arrangements.
ii) Arrangement of safe drinking water and maintenance of sanitary condition.
Social Welfare Department (Attention: Director (Social Welfare))
i) Providing relief services such as clothing, sanitary napkins, toiletries, and blankets to the affected children considering they are the victims of Social Unrest (Man made disaster) under ICPS Flexy Fund.
ii) Providing Supplementary Nutrition (SN), Ready to Eat Food to all the lactating mother, pregnant women, nursing mothers and children at the relief camp.
Deputy Commissioner (Imphal West):
i) Ensure adequate food supply for the campers.
ii) Basic relief materials available under the State Disaster Management Relief Scheme (mosquito nets, mattresses, bed sheets etc.,)
iii) Alternative arrangement to re-open Lilong Girls’ Jr. High School.
School Education Department and SSA (Attention: Director (Education (S))
i) Arrangement for waiving of school fees of children who are studying at private unaided schools and arrangement of remedial classes and examinations as they stopped attending schools for the past three months till now.
ii) Refund of admission and tuition fees of students of private schools where they were studying prior to the incident and now studying in different schools.
iii) Alternative arrangement to re-open Lilong Girls’ Jr. High School in co-ordination with DC Imphal West.
Police Department: (Attention: DGP, Manipur).
i) Ensuring security of the campers with special attention to women & children and prevention of any untoward incidents.
In view of the above stated facts, it is therefore requested to kindly instruct the concerned Head of Departments for immediate actions in the best interest of the affected children.
