Present Manipur - Not the Destiny of Kangleipak,
No more open door policy,
World - No Longer a Level Playing Field,
Neighbors-Hostile Attitude.


Most of the Literate people, but uneducated oppose to our struggle for implementation of "Inner Line Permit System (ILPS)" in Kangleipak (historical name of Manipur), interpreting as an entire blockade to migrant. How ignorant they are.........

Still they are brave enough to expose themselves in social media. At least they should know the definition. Some oppose citing globalization as one of the reason. How can they speak about it when we are not the beneficiary of global market? Sure, they might think, they use global products so they belong to "globalized era" people of Kangleipak. Ignorantly they forget to imagine that, we don't export anything enough to book a ticket in the global market.

Another stupid reason is Government of Manipur (GOM) think that all the migrants are Indian citizen, so they can't introduce the provision of restricting land ownership right in their bill. What made them think so? Are our political issues (emerged from the Merger Agreement, 1949) settle? Government of India (GOI) unilaterally revoked our permit system in 1951. This needs no elaboration. Our present state is not our destiny. We are destining to some higher peace, prosperous and developed stage. This was burgled in the midway due to insensitiveness to the policies and programs of our "NEIGHBOURS" by our forefathers. I wouldn't blame to all of them. There is no place for morality in international politics.

GOI succeeded in transforming Kangleipak into a dependent state during a span of 30- 40 years. Do these oppose to ILPS know how free trade and movement of people around the world are conducted? You can't call yourself a globalized person only you can use phone, TV, clothes…etc made in different part of the world. Remember we are consumers, have no products to export. An Indian state of 22,327 Sq.Km populations around 30 lakhs (including migrants) has a plan budget of 4000 crores approximately and revenue less than 2000 crores in this 21st centaury but with a well stabilize black money channel when Tripura has 15000 crores.

LESSON FROM THE WORLD

Today's highly developed nations did depend on migrant labors in their period of construction. Now they have reached their saturation point of construction, don't want excess labors. Greater migrant workers competes the local population in terms of employment, housing, social security, healthcare, sanitation etc…these cause problems to the policy makers. See how in the recently held parliamentary election of United Kingdom Conservative Party Prime minister David Cameron won (please go to their manifesto).

They promise to take tough stand in their immigration policy, say a deposit of euro3500 is made necessary for those people coming from Southeast Asian countries mainly India, Pakistan, Sri Lanka, Nepal… but due to lobbies by these respective governments, this was not fully implemented; sooner or later it is bound to happen. Now all European Union member countries want to have greater autonomy in decision regarding immigration rules.

Italy, Spain, France, Greece, Norway… face similar immigration issues. Their social, economic, demographic establishments are greatly affected. You might say United States Liberal immigration policies help in making a mighty America. You are right. The curve start bending once reaches its saturation point. That is why United State of America (USA) immigration office made tougher rules in Visa norms and launched a wide range of visa fraud investigation against the Indian companies recently. Still there is intake of foreign professionals who are boon to them. They are on the process of scrapping their liberal immigration policy that was once required for robust economic growth because there is large scale unemployment and their economy is low now. Malaysia no longer except anymore Bangladeshi laborers.

Previously, through a Malaysia-Bangladesh government Agreement, 14 lakhs Bangladeshi labors went to Malaysia for construction work. Now Malaysia transform itself to a consumer driven economy, doesn't require them. So desperate Bangladeshi labors are venturing out to sea in search of new destinations, unluckily fall prey in the hand of traffickers, left stranded in the sea. South-East Asian countries like Thailand, Myanmar, Indonesia, Philippine, Malaysia, and Maldives… face international criticism for delay in helping the victims. Bangladesh Government maintained silence even refused to acknowledge their citizens.

Myanmar too refused to take back the Rohinyang Muslims. Some people questioned the silence of Aung San Suu Kyi (Chairperson of National League for Democracy), but they never questioned the attitude of Bangladesh Government. Large numbers of Indian workers are in Middle-East countries mostly engaging in construction works but they all have their own valid passport, visa and regulate with the rules of the countries. All countries in the world are connecting with rules and regulations.

HOME GROUND SITUATION

Yes, Kangleipak is a globalised state with no products to export enough to book a ticket in international arena but flooded with imported cheap Chinese, Burmese, mainland Indian products. If, in this state of affairs, lets' assume Kangleipak is an independent country … Oh! Would be worse than Greece today (see the present Greece economic crisis… anti-austerity…). No doubt more than 50% of our populations have lost their sense of responsibility and duty towards their motherland. Never forget our political issues are not settled. Everyone knows the attitude of Nagaland Government toward Kangleipak. I am not hostile to Nagas, Kukis as well as to all our neighbors. They are our brethrens.

No doubt, we can say now that we are surrounded by multiple hostile compatriot states. Mizoram too is no longer an exception to us. Some may fill surprise and say that I am exaggerated. But once they have changed their attitude towards Kangleipak, we can't remain insensitive to their steps. We need to prepare ahead of them. Mizoram strive hard to get a stake in Kangleipak. Have you heard how some Kukis ethnic rebels belong to Mizo tribes came to Suspension of Operation Agreement? …mediated by Mizo National Front (MNF) Chief… had revealed by him in a public meeting. Why did he do so …meddling in the affairs of others state.

Once upon a time they all fought for their motherland under some international rules. After Chandel ambush on 4th June, 2015 Naga HOHO (an apex body of Naga organization) leaders met Prime Minister at New Delhi. New Delhi intentions to Kangleipak shown again. Some Naga leader openly said," We hold the key for Manipur peace"….what does it mean? I am not against the common aspirant of their people but these are facts. I don't know whose interests are they actually represent. Still our sense of brotherhood bind us together. Myanmar is too a hostile state. This needs no explanation.

GOI ATTITUDE TOWARDS KANGLEIPAK

GOI wanted to make a Kangleipak a buffer state, a wide open picture, but acknowledge by a few. They never want Kangleipak a peaceful, developed and prosperous state. Divide and rule…, known to everyone. That is why they offer supra state body status to Nationalist Socialist Council of Nagaland (NSCN-IM), despite knowing it is impossible. Supplying vehicles, not questioning in their right (NSCN) to collect taxes after 1997 cease fire agreement which is now seems legal in both the eyes of the NSCN and GOI. There is a doctrine in international politics….. "If you want to grow powerful, you need to pull other down and walk faster than others". This doctrine is applied to Kangleipak by GOI. "There is no morality in international diplomacies".

Never forget, our politics issues are not settled. From the beginning itself 1949, GOI policy towards Kangleipak was wrong, still they can't rectify it. How can they mention that Kangleipak is far behind from the rest of India by 30% in their vision 2020 document (Prof. Mahendra, Manipur University, was also one of the team member), despite the fact that once an independent peaceful kingdom was made to fight even for statehood for more than 20 years.

GOI doesn't want to pay our share from the petroleum extraction when they generously increase loyalty fees to states like Jharkhand, Chhattisgarh, West Bengal, Bihar…(e.g. see the recently concluded coal mine auction). This was the period that shown the seed for the present arm struggle. Can you ever imagine that a war torn and turmoil state is able to take the path of development simultaneously? India's look east policy has already begun 20 years back. We are flooded with cheap Chinese and Burmese substandard goods. Are our living & socio-economic conditions improved? No……because the connection points of the suppose loop are far apart. You can't store water in a leak tank.

MEASUREMENTS TO PROTECT KANGLEIPAK

You know better than me. I am nothing. No doubt, Kangleipak exist in a multiple hostile region. Our internal harmony is a loose band of thread. We need multipronged strategy to safe guard our state. As of now, hoping for an independent state is far. No powerful countries in the world are strong and generous enough to help us. No freebies in international diplomacies. Sometime, I thought, if Kangleipak has to survive in the world map, we need to adopt Israel's policy… say deploying more than 40 commandos units, each specialized in specific operation. What we need to do at this hour is to fight and struggle to protect our scare land, resources, and indigenous people before it is too late. ILPS is one of those requirements.

Another is "demand ST status as an interim settlement". Education for all is a must. Greater emphasis on our society, culture, history, economy, science and technology, politics and international affairs. Manipur University needs to play a greater proactive role. Suppose "by mistake" India gives our freedom today, who will play the crucial role in running a newly Independent country if we fail to train or educate our youths in time? You can't tell the people… oh….this is our transition phase let us bear it. So "stop interfering & streamline the University education system as per global standard".

Responsible persons should activate now. Impart cross-border trade and business knowledge to our youths, so that we can take benefit from various purpose trade corridors passing through Kangleipak. Need to convert our population into human resources for a total revolution. Streamline our administration and policies; build more productive infrastructures with the help of Foreign Direct Investment (FDI). Divert more funds in building productive units.

CONCLUSION

No blind counters to ILPS implementation. Go back to our HISTORY. Never dream of a free liberal world. As long as political boundary exists, each and every country would bargain to protect their unique identity in any sphere of the world. When some people make gains from the global market, they would propagate the good sides. But don't forget we are consumer, vulnerable to be a loser at the end.

Benefactors and losers of globalization are distinctly available, you can distinguish them. We need not to discourage ourselves. GOI succeed in making Kangleipak a dependent state. Had Hijam Irabot been survived, our destiny would have been a different story. Our fields would be green with a wide range network of irrigation at least. Even we would have a better constitution. But past is past, draw inspiration from our past, let's transform Kangleipak we can do it. We need a total war, that needs victory, avoid certain battle ground.

First we need to get rid of those corrupt officials. See how USA succeeded in destabilizing Ukraine with $5 billion within a span of 8 years. Once you can corrupt an institution, you don't need to shake the tree.

Have you heard about Tiananmen Square Massacre,1989 (China), Hong Kong Democracy protest, Palestinian struggle, Vietnam war, North and South Korean war, Russian Revolution, Chinese cultural revolution (though it had backlash), in all these movement students played an important role. You can't expect an exceptional Kangleipak. Don't forget hunger marcher's day, 1964, every mothers and students fought for Kangleipak. They were not timid people like us. Once again, multipronged strategy is a must. Before another global storm arrives in Kangleipak, We can't be exceptional when the world is no longer holistic heaven like. We can't follow open door policy to all the migrants because our resources are limited. Developing and developed countries have benefitted from the migrant labors but we are not a beneficiary.
