Interaction with the Visiting Delegation from Vietnam at Zakir Husain Delhi College
Southeast Asia Research Group (SEARG) of Department of Political Science, University of Delhi hosted a Vietnamese delegation at Zakir Husain Delhi College on 16/12/16 as a part of its international level academic exchange programme. The delegation comprised of three senior scholars from Vietnam Academy of Social Sciences—Dr Hoang The Anh, Dr Ha Thi Hong Van and Dr Duong Thuy Vu. The visiting delegation participated in the interaction programme with SEARG members, faculty, research scholars and students of Delhi based Universities. The event was organized in collaboration with the Institute of Chinese Studies, Delhi.
On this occasion Principal of the College Dr Sulekh Chandra formally welcomed the visiting scholars and all the participants of the academic exchange programme. The session was chaired by Mr Sanjay Pulipaka, Senior Consultant, Indian Council for Research in International Economic Relations (ICRIER), New Delhi. He gave an overview of the changing power shift and strategic partnerships emerging in the Asia Pacific. He also outlined the significance of India’s act East Policy and geographic spread of India’s engagement with East Asian region.

The Vietnamese scholar, Dr Hoang The Anh shared his perspectives on Chinese Studies in Vietnam and focused on institutional approaches for generating knowledge about various research areas to reinforce and develop Sino-Vietnam relationship. Dr Ha Thi Hong Van highlighted on the main concerns in the China-Vietnam economic relations. From the Indian side, Dr Vikash Ranjan, an Independent Research Consultant, gave a multi-level analysis and necessity about diversifying engagements between India and Vietnam at all levels. He focused on the security dilemma of Vietnam emerging out of choosing between India and China, strategic importance of the two countries and economic concerns as well. Being a strategic link in ‘Act East’ policy, Vietnam has emerged as a strategic gateway in India’s relationship with its Southeast Asian neighbours.
Other Speakers who participated in the programme were Dr Amit Singh, Assistant Professor, ARSD College, University of Delhi and Dr Alana Golmei, Director, Burma Centre Delhi. The event was hosted by Dr Sonu Trivedi, Convenor of SEARG, Delhi University.
Major takeaways from the discussion were as follows:
1) Is there an Indian way of looking at the Southeast Asian region?
2) Focus on tapping connectivity on the Asian Highway Project, particularly on the stretch from Imphal to Hanoi.
3) Dynamics and engagements of various powers on South China Sea dispute must be studied as a special area of concern by the SEARG.
