Injecting civic senses to citizens: Is the govt. serious ?
- Imphal Times Editorial :: May 29 2019 -
Multiple complex issues still remain unsolved, even though the government had succeeded in tackling few percentages of some issues which are indeed related to their political gains.
The issue about stabilizing the differences in the government matters, suppressing of the peoples’ movement by exposing the colour of the so called non-political pressure groups and containing the trouble created by unwanted elements to the people are not the only task of a government in the making of a civilize welfare state.
The belief system of too many people surged in the state capital –‘ as a developed state’ still is not changed and policy to reduce the chaos in the state capital (Imphal) is not coming up anymore, after the planned for creating of satellite cities in the periphery of greater Imphal areas failed.
Early 2000s, the then government spend huge amount of fund (public money) in acquiring and construction of market complex at various areas in the peripheries of greater Imphal area.
The failed Lamphel Supper Market Complex, which was constructed in the expense of crores of money; the one time supper market complex at Porompat in Imphal East, which had never served its purpose and other proposed mini market complexes at Lamsang, Wangoi etc.
turned out to be a gold mine for few people who had close connection with the government of that time.
As for the Porompat Supper Market complex it had somehow been converted for the purpose of improving health care facilities, after JNIMS was born.
The Imphal town is now a business hub of the state.
Traffic volumes increases day after another, more shops opens and more street vendors landed and more commuters visited creating congestion each day.
Unorganised traffic regulations; senseless people doing senseless activities like considering themselves as the king of road who never bother about the inconveniences created by them to other; more people who cares nothing about the environment is a sign of government failure in streamlining the mindset of the people.
In almost all main cities of the country, issues of street vendors exists and at many developed countries they do everything to contain this issues as it is highly related with the socio-economic conditions of the state.
The similar issues facing by the Imphalites is slowly spreading to other towns of the major district headquarters of the state.
As of now no proper planning of the future which could lasted for at least 20 years has not been formulate.
What the people of the state witness is short term measures taken up whenever complaints arose and those short term measures too are again a fortune for the gold diggers who have close relation with those in power.
Now, in seeing and witnessing the present trends the Imphal Times feels that the government should formulate a long term plan of changing the city by organizing series of seminars and discourse by inviting Engineers, academicians and other stakeholders.
The present government effort in making Imphal a change city is noticed but what is more require is letting the public know about the proper planning of the government.
The talk about smart city before the coming of the new regime led by the BJP is no more heard.
But for sure the smart city project cannot be faded away and it does still exist, either as namesake or perhaps a dying project due to inefficient authority who doesn’t have interest in the kind.
The tragedies, amidst this, is the failure of the Lamdeng Waste management plant.
Well, when things have been taken up what is more important is injecting the sense of civility to the so called machineries of the government so that they can formulate a policy on how to inject civic sense to the people of the state.
The government now has power to make decision, but remember a decision taken on the instigation of some few people will be dangerous.
And the government also has the power to reorganize its machineries to assure that the decision taken after in-depth studies by collecting ideas from various stakeholders including those who often criticize them will certainly make Imphal a model city.
After all, Imphalites are known for their eagerness to lift the city as one among the finest in the world.
