Many recruitment, DPC and Filling of vacancy notices/ advertisements are now a days seen in the media, local News papers besides the notices for appointments on contract basis for one/two years of projects sponsored by the Financial Institutes, central or international organizations. Further rumors of recruitment for the projects of pipe lines for which educated youths of the state are running from post to pillar with handful amount for bribe after sale of landed property or taking on high interest loan.

The recent one is the ads of 'Positions at Manipur Biotech Hub (DBT - State Biotech Hub)' . It seems to be the 2nd time ads. On enquiry it is said that it is for regularization of already engaged boys / girls of near and dear ones. So the notice was a short term one. Likewise in many colleges and in the two Universities also same procedure is following, sometimes it is seen/ heard of searching with a offer to be his daughter in law of the mentally retarded son if agreed to.

What a nice ads prevailing in the small state Manipur? On the interview they used to give offer to four five boys/girls at a monthly payment of Rs 3000/- to Rs 5000/- per each against the sanctioned monthly pay of Rs 17500/- to Rs 21500/- per assistant.

Once the boys / Girls knows the position of advertisement for regularization, nobody applies for the post though they are educated, qualified enough. Though applied for the same they will not be selected as their near and dear one's are already there.

Why should the boys / girls will apply and it is the moto of the project directors to say as nobody comes the already engaged one's has been kept though unqualified. Regarding the project report it is already in the net and cut & paste work only are to be done by the Director or his near and dear one's on his instructions. The outcome of the report after submission, nobody bothers/ cares.

It is also heard that village educated boys /girls of Bishnupur District mainly are after the so call relatives of appointment authority of the Loktak Down Stream Project for a post in the project construction with hand full amounts taking loans on high interest. When contacted with the authority / local honest employees of NHPC Ltd. It came to know that there is no such programme of appointment of work force except the advertisement of recruitment available in the NHPC website www.nhpcindia.com.

The ads is for the trainee Engineers of three discipline, Finance, Law, HR, Rashtrabhasha Officers etc. It is not known who creates and trying to make fool the youths of the state. If workforce is required, NHPC used to outsource the labours under one contractor. Regarding the construction of LDS Project, public hearing is seen scheduled for 7th May'2011 at Thangal Village.

It may take some more years as per the Manipur Govt. though NHPC is ready to start the work. It is always true that delay in construction increases the construction cost and extra burden to the future generation without their faults. It is also seen that many organizations of general public, students, communities raise their voices through seminars, conferences for a fair recruitments / appointments for any post - corruption free based on merit, not in money against the Ministers, MLAs, Appointing authorities etc. But the result is as it is and the rate of bribe is never comes down in Manipur. It is also one of the reason for flourishing extortion groups in the name of revolution.

No doubt Manipur is not a poor state though per capita income as per economic survey is less than other states. Example is the present blockade(Road jam) at crossings due to vehicles. The no. of vehicle - cars, bikes (Light vehicles) plying on the roads are alarming in comparison with the population - Census Report 2011 around 28 lacs.

There is no short distance buses in Manipur like Imphal to Lilong / Hiyangthang / Nambol/ Lamsang/ Khonghampat etc. Earlier Buses were there as public transport but now it has been replaced by smaller ones like Tata Winger/ Magic / Sumo vehicles / Auto Rickshaws etc of lesser capacity. As there is no control over the issue of permits for plying on roads, the number will further increase for earning livelihood.

Same as the permit issuing authority who are also earning on permits. Dreaming for a corruption free society in Manipur is a mad man's cry. It is also seen the disconnection and collection of revenue drive during the last three four months at Manipur by Electricity Department. It was a good drive and appreciates the PIL of Guwahati High Court Imphal Bench.

Nowadays it is not heard again about the drive after the formation of Outstanding Consumers Association. Every body has forgotten that once the house is lighted payment for the electricity consumption is also to be paid in time. There is no power project of the state and power is purchased from Central Pool.

If the consumers does not make the payments of energy consumed, from where the state Govt. will pay the crores of ruppes for the power purchased. The so call Association (Whether registered one or not) should come up with suggestions instead of blocking the collection drive of the Govt. like that
i. Payment of 50% or 75% payment of the outstanding dues on spot and balance in installments otherwise disconnection.
ii. Regularization of unauthorized connections on payments of Rs 10,000/- or 15,000/- on spot as penalty and connection charge, otherwise complete snapping of connection with arrest if objected and send to jail.
iii. Regular billing of power consumption by Electricity Deptt.
iv. Prompt and immediate attending of complains of faults by the staff of Electricity Deptt.
v. Stopping of subscription of money from consumers for repairing of Transformers.
vi. Timely filling of oil in the transformers (maximum break down due to this).
vii. Proper phase wise distribution of consumers from transformers ( No lion share to Mills for mare benefits of lineman).
viii. Providing proper capacity or bigger size cables according to number of consumers from HT line to Transformer and from Transformer to LT line with proper size or bigger capacity fuse brackets ( Kit Kuts, cover bus bars).
ix. Providing of 300 or 500 KVA transformers in place of overcharged and reconditioned 25 / 30 KVA transformers for one locality.
x. Posting of Electricians / lineman for every transformer for immediate attending the complains of faults to avoid accidents.
xi. Announcing one Bank account no. of any nationalized Bank for online payment of energy consumption in addition to the present bill collection centers for prompt collection.
xii. Privatization of power distribution system for a better service and uninterrupted power supply. Once the collection of revenue reaches upto satisfaction level, public can demand for uninterrupted power supply and state govt. also can make long term planning for the betterment of the state. It can be done when we the people of Manipur extends our hand to the Govt. instead of begging all the time. We are also part of the Govt. and we elects the people for running the Govt.

Another problem is the thinner plastic carry bags (Poly bag) in Manipur, I am requesting all the readers of this mail not to accept the purchased items given covered / keeping in poly bags by Shop keepers, Street vendors, Medical stores, Fish vendors etc. You please carry a bag to bring back the purchased items covered by papers only.

Trying to change another person is a hopeless and pointless task. It does not work. It can't and it never will. But I can change myself. Once I objected the poly bags, another person will also start objecting and the whole community if does the same, the poly bags will be out from the state. It will be a boon for the future generation.

As we have nothing to give to the future generation in cash, let's give a kind to the coming generation.
