Fund flow, official diligence must to achieve Vision 2047 goal

By launching Manipur Vision 2047 on Wednesday, the BJP-led government has rung out the message that the saffron party has firmly set sight on extending its stint in the state and endeavour to accelerate the pace of development.
Among others, the road map for development gives emphasis to make the state self-reliant in sync with the stated objective of Atmanirbhar Bharat, generate employment opportunities and develop the agriculture and other core sectors.
If implemented in the right earnest and in a judicious manner there is no doubt that the Vision document will bring tremendous positive changes in diverse sectors whereas administrative lapses will only validate the opposition leaders' contention that this government is only good in giving lip service.
In view of the myriad problems centred on ethnicity still dogging the society, the government might periodically face unwanted roadblocks in executing developmental projects but there is no reason why the road map for the state's rapid and sustainable growth in the next 25 years shouldn't be pushed at full-throttle.
As elaborated by chief minister Biren during the launch event, the Manipur Vision was prepared with the objective to primarily serve as a guide for government departments and development partners as they plan specific development initiatives for the state.
A proper guideline for at-least some of the major departments is indeed need of the hour for lack of cohesion among the departments involved in planning and implementing infrastructure augmentation projects has been one of the factors for the sluggish pace of development.
More importantly, launch of the CM Dashboard, Website of the Vigilance & Anti-Corruption Department and Online Vigilance Certificate Portal also underscores that the government is fully aware about nepotism and favouritism undermining all efforts to fast-track development of the state but will do the needful to ensure that corrupt elements do not derail the objective.
While curbing corruption remains within the ambit of the state government, it needs no reminding that funding by the Union government will be decisive on whether or not the Vision for development serves its purpose.
As it is obvious that mere preparation and submission of proposals for development wouldn't impress the central authorities, the state government must prove that development-oriented planning for the next 25 years, which reportedly took 8 months in finalisation, also incorporated vision to at-least generate some notable revenue from state's own sources.
Moreover, in case the BjP remains in power in New Delhi and the same party's government in the state could sustain socio-political stability, healthy public mandate in successive elections could be guaranteed. Nevertheless, the real challenge for the government will be in living up to the burgeoning expectation of the masses.
As the vision is primarily aimed at improving the overall socio-economic condition of the general population, the government shall have to focus on infrastructure development projects both in the hills and plains in order to ensure that all sections of the society have access to basic needs, collectively taste the fruits of development and ultimately make the vision meaningful and worthy.
