Forget RAMSAR! Forgive Us Loktak Ema!
A Critique of the Manipur Loktak Lake [Protection] Act 2006

I am very pleased to inform you that CORE released a researched report called "Forget RAMSAR! Forgive Us Loktak Ema!" (A Critique of the Manipur Loktak Lake [Protection] Act 2006: A Ramsar Convention Viewpoint) on 10th December 2011, Human Rights Day (attached). The critique looks at the Act with explanations how it violates the standards and guidelines developed under the Convention on Wetlands of International Importance (known as the Ramsar Convention). The critique gives particular attention to:
1. Ramsar Strategic Plan 2009-2015
2. Resolution VII.8 Guidelines for establishing and strengthening local communities’ and indigenous people’s participation in the management of wetlands (7thMeeting of the Conference of the Contracting Parties to the Convention on Wetlands (Ramsar, Iran, 1971), San José, Costa Rica, 10-18 May 1999)
3. Resolution VIII.9 Guiding principles for taking into account the cultural values of wetlands for the effective management of sites (8thMeeting of the Conference of the Contracting Parties to the Convention on Wetlands (Ramsar, Iran, 1971), Valencia, Spain, 18-26 November 2002)
India is a High Contracting Party of the Convention.
The Loktak Lake was designated a Ramsar Site on 23rd March 1990. Soon after its recognition as a wetland of international importance, the Loktak was entered into the Montreux Record, “a record of Ramsar sites where changes in ecological character have occurred, are occurring or are likely to occur.”
The Loktak is still in the Montreux Record. And, it is even graver threat now than before.
