ABOUT THE MODEL DISTRICTS
Model Districts are a proof-of-concept project proposed by the Earth Institute and the Ministry of Health and Family Welfare (MOHFW), Government of India. Our operations in five national Model Districts will aim to demonstrate that targeted innovations and additional resources within the National Rural Health Mission (NRHM) can accelerate national progress towards Millennium Development Goals focused on maternal and child health (MDGs 1, 4, and 5) by 2015. The five districts will serve as regional pilots for scaling-up quality improvements focused on health systems management, health worker performance, effective delivery of a critical interventions, use health data, and supply chain management towards improved maternal and child health outcomes.
Model Districts are an initiative in health systems strengthening. State and district officials are entirely responsible for implementing interventions and tracking results. The Model Districts team provides technical assistance, monitoring and evaluation, research support, and policy recommendations based on findings in the district. All interventions are funded by district and state spending, and the Model Districts team will lobby for additional, targeted funding from state and national levels as required. The Model Districts team is housed in Mumbai at the Columbia Global Center | South Asia, in each Model District, and at the Earth Institute in New York.
CORE FUNCTIONS
This position will provide critical support at the district level for the Model Districts team and district/block officials, including the District Collector’s office, NRHM management units, and all relevant departments. This project assistant will ensure timely, high-quality documentation of all Model Districts activities, and regular reporting on the project between stakeholders. The Research Assistant position reports to the Project Director, Nirupam Bajpai, and the Model District project team.
RESPONSIBILITIES
Specific responsibilities for this position include:
- Document project activities and meetings at district and block
- Ensure regular reporting and lines of communication with Model Districts team members in Mumbai, and between all key stakeholders at block, district, and state
- Track intervention plans to ensure timely implementation and follow-up
- Ensure quality data collection and analysis, especially within HMIS and m-health tracking
- Provide logistical and technical support as required for district health planning, interventions, and reviews
- Travel extensively throughout the district for site visits, assessments, and meetings with communities and health workers
QUALIFICATIONS
The candidate should have the following qualifications:
(a) Bachelor’s studies in health, development, social work, or evaluation; Master’s or other advanced degree a plus
(b) Excellent writing and communication skills in Assamese and English; Hindi a plus
(c) Excellent abilities to analyze situations or problems and think of creative solutions
(d) Excellent organizational, time management, and project management skills
(e) Excellent computer skills (Word, Excel, Powerpoint, internet search, email), and willingness to communicate very regularly (e.g. daily) by phone or email with team members
(f) At least 3 years of experience in project implementation and a strong understanding of monitoring and evaluation. Good understanding of public service delivery within health or other development sectors a plus.
(g) Experience writing reports, proposals, evaluations, and programme reviews
(h) Ability to take significant initiative and ownership of the project tasks
(i) Ability to work well and negotiate within a multi-team environment (e.g. between multiple departments)
(j) Experience working within maternal, child health, and nutrition programming a plus
(k) Experience working with health systems evaluations a plus
(l) Desired age late-20s to mid-30s
LOCATION
This position is based in Assam, in Morigaon district and Guwahati.
COMPENSATION
This position will receive a salary (Rupees) commensurate with experience, to be agreed upon with the Project Director.
