Demand to upgrade the Manipur Human Rights Commission
24th January 2020
Youth’s Forum for Protection of Human Rights (YFPHR) drew the attention with a written submission to the Hon’ble Chief Minster and The Governor of Manipur highlighting the point on the need to upgrade the Manipur Human Rights Commission which is the supreme Human Rights institution of our state.
We learned that due to lack of enough manpower and the infrastructure within the Manipur Human Rights Commission, various cases on the violation of Human Rights could not be properly addressed as the primary Divisions such as Administration, Law, Investigation and Research and Transparency Divisions are still lacking since its establishment.
We would like to draw the kind attention that without the aforementioned Divisions the full fledged functioning of the commission will be hampered during the course of certain proceedings with regard to the cases of Human Rights violations.
We further learned that from time to time the commission requires to witness and learned through facts finding mission the various violations of rights across the nook and corner of the state which further requires proper availability of Vehicles and enough manpower to assist the Hon’ble Commission.
For proper and effective functioning of the Hon’ble Commission it is utmost important to have a separate Office of the Commission which must be feasible for the victims of Human Rights violation from various districts.
We would like to lay down few areas of urgent attention and action:
o Urge to upgrade the Manipur Human Rights Commission by notifying to open the Administration Division, Law Division, Investigation Division and Research and Transparency Division at the earliest.
o Urge to provide sufficient Vehicles which could reach out every nook and corner of the state.
o Urge to establish Human Rights Cell in every districts of the state of Manipur.
