Deliberation on Naga Political Settlement

The Political Affairs Committee (PAC) of the NPCC held a meeting on 20/02/2020 at Dimapur for thorough deliberation on impending Naga Political Settlement. It further noted with concern on the silence and inability of other political parties in the state to clearly take a stand for the people of Nagaland at this crucial juncture.
Since the Hon’ble Governor of Nagaland who is also the Interlocutor for Naga Peace talks has announced on numerous occasions that talks have successfully concluded on 31st Oct 2019 and now that the negotiating parties have agreed to resolve all issues under the parameters of Indian Constitution, the PAC in it’s considered opinion resolved to make it’s stand clear for the people of Nagaland through the following points:-
1. Endorse the demand for additional Lok Sabha and Rajya Sabha seat for the state of Nagaland as well as Bicameral legislature for Nagaland State Assembly with creation of Legislative Council or Upper House. These two demands must mandatorily be part of final political agreement and not left for further democratic processes.
2. Economic package for development of Nagaland that has been stunted by political strife and uncertainty.
3. Rehabilitation & Resettlement of NPG cadres under ‘non partisan state government’ in coordination with the government of India.
4. Nagaland state has sufficient safeguards under Article 371A, no other super imposition should be made to disturb or distort this provision. The idea of Pan Naga Hoho or any other bodies in the form of Advisory Council to the state of Nagaland are not acceptable without integration.
5. We finally appeal to the Government of India to execute an early settlement keeping in view the repeated assurances and promises made by Hon’ble Prime Minister Narendra Modi to the Nagas and to the nation on different occasions.
