Declare some Hospital Wards as “Place of Safety” for apprehended juveniles

Taking into consideration the increasing number of juveniles participating the ongoing Agitation for ILPS in the state, particularly those juveniles, who joined “ Fasting unto Death” as hunger strikers, the Commission has recommended the State Government to declare some Wards of Jawaharlal Nehru Institute of Medical Sciences (JNIMS) and Regional Institute of Medical Sciences (RIMS) as “Place of Safety” in consonance with the provisions of Juvenile Justice (Care and Protection of Children) Act, 2000 without further delay.
The recommendation of the Commission is necessitated in order to provide measures for saving the lives of young hunger strikers through providing adequate emergency life saving medical arrangements, appropriate security and other essential services.
Though, such juvenile hunger strikers, being the Juvenile in Conflict with Law, are supposed to be referred to Observation Homes, the Commission has noted that the presently available Observation Homes in the state have neither adequate medical facilities nor the round the clock service of specialist doctors, which are quite essential for saving the lives of the hunger strikers in the critical health condition.
In this connection, the Manipur Commission for Protection of Child Rights (MCPCR) has submitted a recommending letter to the Chief Secretary, of Manipur state today.
Meanwhile, a team of MCPCR comprising of Mr K. Maharabi, Ms Th. Jaya and Ch. Nabachandra has visited RIMS today and met all the five hunger striking juveniles who are kept for medical treatment there.
