Crisis of Implementation

For decades, there has been barrage of criticism from all quarters when it comes to failure of the State Governments in the Northeast region of India for their failure to implement intended developmental programmes funded by the Centre.
However, few have actually pondered on the applicability of governance and the feasibility of implementation.
Under such backdrop, the Centre’s recent instruction to Northeastern States of India to expedite the process of Central fund utilisation can be read in many ways.
However, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), Dr Jitendra Singh had made it clear that the most common factors responsible for the delay in the completion of various developmental projects include failure by the States to produce Utilisation Certificates on time, delay in submission of DPRs and inability of the State to provide its share of funding.
While speaking at the first meeting of the Executive Committee of North Eastern Council (NEC) in New Delhi recently, Singh said these failures had not only delayed the projects but had led to escalation in the budget further leading to difficulties in timely completion of projects.
Despite the observation, what the meeting perhaps has not taken note of is the fact that Northeast region of the country apart from the protracted armed political violence, are often prone to calamities of different kinds.
Another near permanent marker of these States has been the frequent failure to implement programmes and policies and recurring financial crises.
The opposition in all the States and the Government of India irrespective party affiliations have cornered all the ruling regimes on this count.
There have also been feeble attempts to explain the phenomenon of financial crisis when there is an open secret that many departments have actually failed to pick up programmes for fixing plans pertaining to infrastructural development.
The current dismal situation should not only be looked at from the set parameters of assessing the implementation or non-implementation of developmental plans under huge or little allocated funds.
One needs to reflect now on what actually ails the current system or the very conception of implementation as the main driving force behind pushing forward developmental agenda in the Northeastern region of India.
