Conflict prevention for conflict resolution
- Hueiyen Lanpao Editorial :: April 11, 2011 -
EVERY LIVING thing wants to live in peace so as the human being.
Everybody mostly intelligentsia, peace workers, academicians and social activist groups across the globe have now started talking on peace as peace seems to be disappeared from every nook and corner of the globe. They are searching for peace to exist as people are yarn for peace.
Many discussions, seminars had and have been holding in this north eastern part of the country particularly in Manipur where peace disappeared. The various consultations like seminar and discussion sessions held in this regard revealed that there should be an inclusive process for all the stake holders to find out the means and ways for resolving conflict and to bring forth peaceful; situation in the region.
The workshop/discussion aimed at exploring and giving a common space to all the stake holders to come and contribute to the peace building process. The event was an effort to help the people understand the problems and enhance peace-building capacity and fulfill the aspirations of the people through peaceful democratic process.
Peace is not only a matter of state. It is the civil society who has to contribute in establishing peace. It will be futile to say that it is the responsibility of the state or government.
The biggest stakeholders are the civil society and they must contribute. They should also try to be alert.
A seminar on Peace and Development was also held recently in Imphal in which speakers in the seminar attempted to find a way to bring peace in the state.
A speaker observed that with integration, peace cannot be prevalent emphasizing on the need for building up integration for peace. For existence of peace of three things, social justice, political justice and economical justice is a must, they observed. Development has been a key word while the talk on peace comes up.
Some opined that development should be brought about when there is peace. But, some argue it citing the instant of Arunachal Pradesh state where consider as one of most peaceful state.
Despite peace there, the state is one of the most backward states in the region. To find ways and put the suggestion is our task as citizens of the state and to hear and make policy is the duty of the government and its agencies.
When government works with determination everything could be achieved. Why not, government should not do when people of all section want.
Conflict prevention should be raised as a prominence agenda of government. This can be primarily check outbreak of violent and destructive intra-state conflicts which has been giving great influence in the development, we believed.
Government should give priority in undertaking restructuring a new secure environment.
The inability of effective conflict prevention will lead to the growing consensus on the moral and financial desirability of conflict prevention rather than difficult conflict resolution and costly post-conflict reconstruction.
It needs to be carefully defined if it is to taken forward as a realistic multilateral goal.
