Condemns Police brutality that lead to the death of 8 Tribals in Manipur

Chakma National Council of India (CNCI) condemns Police brutality that lead to the death of 8 Tribal including a minor boy in Manipur.
CNCI condemns the brutality and excessive unwarranted action by Manipur Armed Police that lead to the killing of eight (8) tribal people including a 10 yrs old boy and left more than 30 injured in the Tribal districts of Manipur.
Police are supposed to be protector of the public. During any protest police are usually deployed to protect the public protestors and public property but not to fire indiscriminately at innocent tribal people.
There is established operational procedure for Police which is called SOP (Standard Operating Procedure) to maintain law and order during protest. Therefore, Police were expected to abide by the established rule of law, no matter how volatile the protest might have been.
However, in these cases the action of the Police is doubtful with dubious intention. “If the Police resorted to indiscriminate firing at the protesting tribals rather than use of Lathi charge, Water cannon, Blank Fire, Firing below the knee as per SOP, then it will not be unfair to question the criminality of the Manipur Police against the tribal people. Therefore, CNCI demands the arrest of Police personnel involved and exemplary punishment must be given to the erring police personnel if found guilty” says Dangu Anirudha Chakma, President of CNCI.
The tribal people were exercising their rights by protesting since 31st August, against the passage of 3 bills namely “Protection of Manipur People Bill, 2015”, “the Manipur Land Revenue and Land Reforms (7th amendment) Bill, 2015” and “the Manipur Shops and Establishments (Second Amendment) Bill, 2015” which they presume are anti tribal.
CNCI urges the Govt. of Manipur to take the tribal of the State including Kukis and Zo tribes into confidence while formulating any policies or adopting any laws that affect the people of state at large. Govt of Manipur must give special attention towards adopting “Positive Discrimination” policy for the welfare of the minority tribal populace in the state.
