Applications on plain paper are invited from Indian Nationals in the FORMAT GIVEN AT THE END for the award of Canadian Commonwealth Scholarships tenable in Canada for the academic year 2006 (beginning September, 1) for Master’s and Doctoral Degree in the subject-fields mentioned below. Not more than twenty (20) nominations including twelve (12) for pursuing studies at the Master’s level are to be sent to Canadian Bureau for International Education under the Canadian Commonwealth Scholarship Plan.
AGE
The candidate should not be more than 40 years of age as on 30.09.2005.
LEVEL
These scholarships will be awarded for studies leading to Master’s and Doctoral Degree and a non renewable scholarships to undertake research in Canada for upto 12 month specifically meant for individuals who are enrolled in an integrated M.Phil/Ph.D. program or in a doctoral program as provisional or full fledged students. Candidates who have already completed Ph.D. or about to complete it will not be considered.

5. TENURE OF AWARD
Scholarships are granted for a master’s or doctoral degree in Canada. Awards for a master’s degree will be made for two academic years and the intervening summer, except in cases where a shorter period is required. The maximum tenure of an award for a doctoral degree is four calendar years, except in cases where a shorter period is required. Non-renewable scholarships to undertake research in Canada for up to twelve (12) months are also available to assist individuals who are enrolled in a doctoral program as a provisional or full-fledged student at a university in their home or a third country.
6. MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED
I. The candidates must have completed tertiary education in English medium.
II. (a) For Master’s Degree
The candidate must have completed First Class Bachelor’s degree for Engineering/ Architecture/ Medicine and Pharmacy field or a Master’s Degree for Non – engineering/medical/ Pharmacy field.
(b) For Ph.D. Degree
The candidates must have completed upper second Class Master’s Degree in the relevant subject field.
7. LANGUAGE PROFICIENCY
The candidate must have sufficient knowledge of one of the official languages of Canada-English or French, both written and spoken, to follow a programme of studies in Canada. Candidates who expect to study in an English Speaking University and whose mother tongue is not English must demonstrate their ability by undertaking the TOEFL test. Applications for the Canadian awards may be seriously disadvantaged if not accompanied by the results of this test. The minimum acceptable scores vary from University to University in the range of 550-600 but may be higher, depending on the programme to be followed. Information and application forms may be obtained from, TOEFL, Box 6151, Princeton, New Jersey, 08541, USA. The code number for the International Council for Canadian Studies (ICCS) is 9939.
In recent years a number of Canadian University graduate admissions have required a candidate, before entry, to take the Princeton Graduate Record Examination (GRE). The GRE General Test and subject Test are designed to assess academic knowledge and skill relevant to graduate study. Details may be obtained from GRE, Educational testing Service, P.O. 8. VALUE OF AWARD
Each scholarship is intended to cover the expenses of travel, living and study, for the scholar only and normally includes: -
I. Transportation to Canada and return, by the most direct economy air passage, as arranged by the CBIE. The cost of journeys made to Canada before the receipt of the award will not be reimbursed.
II. Approved tuition and other compulsory University fees (excluding board and residence);
III. A personal maintenance allowance;
IV. Approved medical and hospital expenses;
V. An annual book allowance and certain research and equipment allowances;
VI. A one-time settling-in allowance;
VII. Extra baggage vouchers for personal effects when returning to home country;
As no dependent allowance is payable, it is essential that scholars who plan to take their family to Canada have sufficient financial resources for their support. If these resources are not available, serious consideration should be given to leaving the family at home.
9. LAST DATE OF RECEIPT OF APPLICATIONS
Applications, alongwith the required documents (attested copies of all certificates/degrees/diplomas have to be attached), should reach THE SECTION OFFICER, ES.4 SECTION, EXTERNAL SCHOLARSHIPS DIVISION, DEPARTMENT OF SECONDARY & HIGHER EDUCATION, MINISTRY OF HUMAN RESOURCE DEVELOPMENT, A-2/W-4, CURZON ROAD BARRACKS, KASTURBA GANDHI MARG, NEW DELHI-110 001 BY FRIDAY THE 30TH SEPTEMBER, 2005.
10. GENERAL INSTRUCTION
a) The candidate may apply for only one subject of his/her choice.
b) As a condition of award, the Canadian Bureau for International Education or a host Institution in Canada may also require the candidate to take particular English Tests and/or training in English.
c) Generally, double the number of nominations is invited by donor countries against the actual number of Scholarships offered by them. The final selection rests with the donor Government.
d) Nomination of a candidate by Government of India does not guarantee final selection or placement in the donor country. The donor country will make its own selection out of overall nominees recommended by all the participating countries in the programme.
e) Mere fulfillment of minimum requirements as laid down in the advertisement does not qualify the candidate for interview. Interview letters are sent only to a limited number of candidates after their applications are examined by a Committee of Experts.
f) Applications must be accompanied by attested copies of certificates regarding date of birth, diplomas, degrees, mark-sheets in respect of all the examinations passed alongwith experience certificate of Employment and one copy of recently taken passport size photograph with signature (to be pasted on the application form). Self attested certificates will not be accepted. Those who will be called for interview will have to bring seven attested copies of the above mentioned documents alongwith the originals as also one original and six attested copies of references (not testimonials) from the referees specifically related to the candidates’ suitability for the planned studies.
g) Candidates who have already been abroad for studies/ training/ specialization either on scholarships or on their own, for a period exceeding six months are eligible to apply if they have been in India for at least two consecutive years after returning from abroad as on 30.09.2004.
h) Applications of candidates who are already abroad will not be considered.
i) Previous Canadian Commonwealth scholars are not eligible for a second degree.
j) In case of candidates qualifying from Universities, where grades are awarded, the candidates are required to furnish exact percentage of marks and indicate the conversion formula.
k) Candidates will be expected to have adequate knowledge of India and of the donor country.
l) Candidates who are employed must apply through their Employers. Candidates belonging to the All India Services should send their applications through their Cadre Controlling Authority. No Objection Certificate from employer should invariably be submitted on or before the time of interview, otherwise candidates will not be allowed to appear for interview. It is suggested that an advance copy of the application complete in all respects be sent within the stipulated period in order to avoid delay.
m) It is very important that candidates who are in employment, to which they wish to return, should have an assurance that if their nomination is successful, they will be granted sufficient leave of absence. In general, a candidate undertaking research for a Ph.D. can be expected to need 48 months’ study in Canada and a candidate for Master’s degree two academic years and the intervening summer, except in cases where a shorter period is required.
n) While indicating the period of past experience and stay abroad, candidates should mention the specific dates.
o) As these scholarships are offered by Foreign Government, the applications should be submitted in English only.
p) Applications in subject-fields other than those specified in the advertisement will not be considered.
q) Candidates who do not possess the essential qualifications need not apply.
r) Candidates must furnish a clear and precise programme of study/ research (minimum 500 words) justifying that their study/research can be carried out in Canada. Candidates are advised to describe their research proposals carefully as these will be a primary condition in selection. For Master’s, a candidate should give one page academic justification for pursuing the course.
s) Incomplete applications and applications received late after the stipulated date will not be considered and no correspondence will be entertained.
t) Documents submitted alongwith the application would not be returned. Hence, candidates are advised to send only attested copies of the certificates.
u) CANVASSING IN ANY FORM WILL BE A DISQUALIFICATION.
v) In case no interview letter is received by an applicant by the 5th November, 2005 it may be presumed that he/she has not been selected. No correspondence will be entertained in this regard.

y) THE DECISION OF SELECTION COMMITTEE SHALL BE FINAL. NO REPRESENTATION IN THIS REGARD WILL BE ENTERTAINED.
z) NO APPLICATION FORMS ARE BEING SUPPLIED BY THIS MINISTRY.
