PMKVY (Pradhan Mantri Kaushal Vikas Yojana) comes under the scheme of "Skill India" which was launched by Hon'ble Prime Minister Shri Narendra Modi on 15th July 2015. It is a flagship scheme of the Government of India implemented through National Skill Development Corporation (NSDC) under the Ministry of Skill Development & Entrepreneurship (MSDE).
The objective of this Skill Certification Scheme is to enable a large number of Indian youths to take up industry-relevant skill training that will help them in securing a better livelihood. Under PMKVY, special focus is given to RPL by recognizing prior competencies of the assessed candidates and provides a certificate and monetary reward on successful completion of assessments. RPL is an important step towards getting formal acceptance and respect for informally acquired knowledge and skills.
Chanu Creations, Imphal, Manipur has been trained two days RPL (Recognition of Prior Learning) training to 99 weavers under PMKVY in East Khasi Hills District, Meghalaya on the job role ‘‘Two Shaft Handloom Weaver'' (QP No: TSC/Q7303, conforming to NSQF Level-4) through National Skill Development Corporation (NSDC) as PIA.
Training is imparted in accordance with National Skills Qualification Framework (NSQF) with strict monitoring guidelines enforced by NSDC. The assessments of the trainees were conducted by assessment agencies namely India Skills Pvt. Ltd., New Delhi & Intouch Professional Services Pvt Ltd., Chandigarh assigned by Textile Sector Skill Council (TSC). Altogether 98 trainees were successfully cleared the assessment and certified for RPL certificates.

Today the 20th February 2019, Chanu Creations organised the RPL certificate distribution ceremony for the RPL certified trainees of East Khasi Hills District in Mawlyngbna. The event was attended by Shri C.M. Mawa, Handloom Officer, Dept. of Sericulture and Weaving, Govt. of Meghalaya, Shri W. Joyshankar Luwang Project Manager Chanu Creations and Shri Topmossing Disiar Secretary Mawlyngbna Village were grace the function as Chief Guest, President and Guest of Honour respectively. All the successful trainees were awarded RPL certificates in the event.
Now RPL shows them a path to bridge their current knowledge and skill levels to reach a competency level. Handlooms fosters human bonding and brings positive changes. It brings people belonging to different religions, ethnicities and cultural together. Now this sector plays a leading role in shaping the future of our youth specially in NE region of India. Large number of women in the region are depending on these looms fully or partially for their livelihood.
All the RPL certified trainees of East Khasi Hills District are covered three years Personal Accident Insurance Scheme provided by The New India Assurance Company under Pradhan Mantri Suraksha Bima Yojana (PMSBY).
