Cabinet decision on recruitment & NRLM

Among the various decisions that were adopted by the State Cabinet during a meeting chaired by Chief Minister O Ibobi Singh on Thursday, June 6, 2022, the approval on recruitment of 91 State Civil Service posts to be filled up through Manipur Public Service Commission (MPSC) and the resolution on implementing National Rural Livelihood Mission (NRLM), which has already benefitted the people in other parts of the country, in the State as well are noteworthy.
While the first would help in realizing the aspiration of many an educated youth to join the prestigious administrative service of the State and contribute their mite in State building, the second would ensure poverty reduction among the rural poor through sustainable livelihood enhancements and improved access to financial services.
Tapping the potential of the ever increasing educated local youths in the administrative service of the State and improving the living condition of the people living in rural areas, where close to two-third of the total population resides, are very important for taking the State ahead in the path of development.
So, we feel that the State Cabinet has done the right thing in paying the much needed attention to these two areas, which have remained neglected for so long by the successive Governments that have ruled their roost in the State.
But, first thing first, the Cabinet approval on recruitment of 91 State Civil Service posts which include 23 for Manipur Civil Service, 25 for Manipur Police Service, 28 for Manipur Finance Service and 15 for Sub-Deputy Collectors (SDO) has come close behind the announcement made by Education Minister M Okendro Singh, who is also the spokesperson of Government of Manipur, to absorb new MSC and MPS cadres annually by ensuring regular recruitment through MPSC.
Subsequently, DV Singh, a former IAS officer of the State Government and LP Golmei, former Principal Secretary (Transport) have been respectively elevated to the position of new Chairman and Member of MPSC, to fill up the two posts that were lying vacant after retired IFS officer Dr S Singsit and retired IAS officer MA Sattar, completed their respective term as Chairman and Member of the Commission in February last.
But what has come as a complete surprise to the people is that the website (www.mpscmanipur.gov.in of MPSC, supposedly the highest recruitment body in the State, has remained defunct with no updates.
In fact, according to the website, Dr S Singsit is still the Chairman while L.
Misao Singh has been the Member since May 23, 2005.
In the light of such neglect on the part of the staffs and other officials sitting in the hot seats of MPSC, it is no wonder, why every recruitments conducted by it is dog by controversy! Well, as for the implementation of National Rural Livelihood Mission (NRLM) or Aajeevika, which has been conceived by the Union Ministry of Rural Development as a cornerstone of national poverty reduction strategy, only time will tell what would become of it once it reaches Manipur.
In the meanwhile, all that we could hope is that implementation of such an important and relevant programme is not reduced to yet another opportunity for the Ministers, MLAs and officials to deprive the rightful share of the poor, which has become a norm rather than an exception in Indian democracy.
