Shunglu Committee Report

The Committee headed by Shri VK Shunglu, former Comptroller and Auditor General (CAG) appointed by the Prime Minister has submitted its 2nd & 3rd report. It had earlier on 31st January 2011 submitted its first report. The term of the panel was extended till 31st March 2011 for the submission of the full report.
The first report was on the irregularities related to the broadcasting rights. The second report is on the Games village and the third report relates to the City infrastructure.
The first report, inter alia, recommended action against the former CEO of Prasar Bharti Shri BS Lalli and former Director General (Doordarshan) Smt Aruna Sharma, under the relevant sections of the IPC and prevention of Corruption Act for all the alleged omissions and commissions.
The Congress Party has not commented on the findings of the Shunglu Committee's first report which has been in the public domain for some time now.
However, within hours after the leaks through the media of some of the comments and observations "made" in the 2nd and the 3rd report the Chief Minister of Delhi has trashed the report as "totally unfair, inconsistent and "not based on facts". The Delhi Cabinet, in a meeting yesterday (28 March 2011) rejected the report and alleged that the "report is a kind of insinuation against the Government".
All this is being said and done even as the Chief Minister Smt Sheila Dikshit claims that she does not have an idea about the report. The Chief Secretary to the Delhi Government was expected to collect the report on March 28th and the CM has commented, "But on Friday itself it was flashed on the website. Surely we should also be given an opportunity to put forth our views." Even so, nothing stopped her from having her cabinet reject the report as "not based on facts."
While based on the first report, action was selectively taken only against officials of the Prasar Bharti, while action against Shri Suresh Kalmadi was inconsequential. Removal from the position of Secretary to the Congress Parliamentary Party is no answer to the allegations against him.
Shunglu Committee has held the Delhi government responsible for delaying the works leading to "collusive/partial bidding" and "manipulation of documents."
The BJP demands:
* The report of a committee constituted by the Prime Minister if even on the face of it being rejected by the Chief Minister of Delhi. The cabinet goes on record rejecting the report "even before" they have read it. The Congress government in Delhi stands charged of various omissions and commissions. The Prime Minister and the Congress president should come out openly on this display of defiance.
* The cost of construction and purchase of equipment etc has been largely overshot. The Planning Commission Ministry of Urban Development and the Ministry of Sports had approved the costs. Large builders have been kept out almost on a planned way, thus leading to collusive bidding. Who and on what basis were the cost overruns approved? What action on them? The 2 ministries have to come out clean on their role.
* All cases related to CWG be brought under 1 Umbrella immediately.
* Set time deadline for action.
