The limelight has now been shifted from the PHED to the IFCD with the trials and tribulations of the people swinging from parched fields and dried up rivers to the imminent artificial floods.
There is no water supply worth mentioning and the performances of the PHED can be left best to imagination since even a central hospital like RIMS has no running water or the elected representatives are supplied treated and raw water with tankers.
The perforated water pipes seen in some parts are in fact source of various diseases. Earth worms and other despicable insects and trash get sucked into the pipes during depression when there is no water inside the pipe.
PHED however deserves a pat in the head since it has been generating self employment to a few thousand unemployed persons.
It has been a thriving business to sell bottled water using various brand names although it is a fact that these are locally manufactured using rain or impure tap water.
Seizures of bottled water injurious to health was wrapped up and these are on sale at all shops and kiosks.
These bottles are a must in communal and other festivities and many persons are earning comfortable income.
Besides hundreds of unemployed persons had bought water tankers and mini trucks to which plastic water containers are installed for selling water to all houses in and around Imphal.
There have been urbanisation and internal migration from rural and hill areas to the Imphal areas which means that the demand for water was increased manifold.
All the private water suppliers are doing a roaring business since every house needs water for drinking and washing purposes.
The IFCD has also not taken up long term plans to control flood.
To a Japanese expert it will be a world class joke that these rivers which are euphemisms of ditches have recurring floods, breaches of banks every year.
These should have been exposed by the opposition parties which are watchdogs in a democracy.
It is a negation of a vibrant democracy that Manipur does not have opposition to champion the cause of the people.
