As a former special director in the Intelligence Bureau, Ravindra Narayan Ravi is expected to know a few secrets which lie hidden from public scrutiny in files marked classified. But there are many aspects on which he can speak his mind; and when a former Intelligence official gives his opinion on what is public knowledge, it makes for interesting observation.
Ravi’s post-retirement comments about the controversial Armed Forces (Special Powers) Act has opened up an old wound in the Northeast, which has, over the years, bore the brunt of the inherent idiosyncrasies in the legislation. What Ravi has said is simple: the state governments in the Northeast have not only favoured continuation of the Act but even used it discreetly to keep the states in a flux.
