AAP versus Lt Governor
- Hueiyen Lanpao Editorial :: May 18 2015 -
The slugfest between the Delhi Lt Governor over the imposition of Shakuntala Gamlin as the acting chief secretary raises many constitutional and administrative issues.
In the parliamentary form of democracy a Lt Governor or Governor does not get carte blanche. Instead he must sign on dotted lines on documents made available officially by the government.
Of course, a governor may send back the documents if he has different ideas.
Now Delhi Chief Minister Arvind Kerjiwal has put the cards on the table.
Though Kiren Rijiju cried foul saying that an Indian Administrative Service (IAS) officer is character assassinated the CM now says that she had favoured some corporates and wanted the union government to guarantee Rs 11000 crore for these corporates.
In plain English it means a lot and the Aam Aadmi Party (AAP) government shall never have her apart from the unconstitutionality of the move from the office of the Lt Governor.
Rijiju is harping on half truths when he said that the people of the NE were hurt when her appointment was obstructed.
There is no mass support for her, at the most some activists of Arunachal Pradesh, her home state, might have posted the news of her "appointment" through face book.
There were complaints against her while in the union health ministry.
The stand-off should be done away with interventions from the President.
If the charges against her are well substantiated the Chief Minister shall never accept her and the BJP led government should not try to impose her on the Delhi government.
Let this instance be a lesson to the BJP government.
