Concept Note About 7th Conclave of Ramalingaswami Fellows
Brain drain is a great national waste in terms of money and manpower.
It is nothing short of a national tragedy that these personnel, trained and educated at the expense of the Indian tax-payers, should leave the country at
the very first opportunity. Our country is engaged in difficult struggle against poverty. But struggles cannot be launched in papers; they require armies of
trained personnel – the scientists, technical knowhow and specialists in the field of planned development. If, instead of contributing to the prosperity of
India, the Indian scientists, research scholars, engineers, doctors and economists immigrate to other countries, it is difficult to see how India can
implement her development plans and attain her goal of prosperity.
The Government of India has been inviting, from time to time, the scientists, engineers, technicians and academicians, settled abroad, to return to India and
utilize their experiences and wisdom gained from their visits in developed countries and help in the fast development of their motherland
One such program is “Ramalingaswami Re-entry Fellowship” a re-entry scheme of the Department of Biotechnology (DBT), Ministry of Science & Technology,
Government of India. Aim of the scheme is conceptualized with the aim of attracting highly skilled researchers (Indian nationals) working overseas in
various cutting edge disciplines of biotechnology (agriculture, health sciences, bio-engineering, energy, environment, bioinformatics and other related areas),
by providing them an attractive avenue to pursue their R&D interests in Indian institutions..
This is a senior fellowship programme, and awardees are to be considered synonymous to the faculty/scientists at the level of Scientist-D. They are entitled to take up teaching/research assignments and supervising Doctoral/MS students. Awardees are eligible to apply for research grants to any of the funding agencies towards accomplishment of research proposal.
However, the Co-PI has to be a permanent employee of the host institution. So far 346 candidates in 9 batches have been selected out of which 255 have
already joined their respective host institutions. As part of a regular evaluation on their performance, a bi-annual conclave is organised in different parts of the
country.
It is a proud moment for IBSD to host this prestigious conclave which is being held for the first time in North East India. I am sure this conclave that brings
together the leading minds of the country under one roof will lead to forging of new collaborations. I take this opportunity to welcome you to the 7th Conclave
of Ramalingaswami Fellows at Manipur.
