Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is India’s largest skill certification scheme and the objective is to enable and mobilize a large number of Indian youth to take up outcome based skill training and become employable and earn their livelihood. It is a flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented through National Skill Development Corporation (NSDC). It is the first step towards making India the skill capital of the world. It was launched by Hon’ble Prime Minister Shri Narendra Modi on 15th July 2015.
Under this scheme, Chanu Creations, Imphal, Manipur has been trained RPL (Recognition of Prior Learning) skill training to 389 weavers in West Garo Hills District, Meghalaya on the job role ‘‘Two Shaft Handloom Weaver’’ (QP No: TSC/Q7303, conforming to NSQF Level-4) as PIA through NSDC. The training was imparted in accordance with National Skills Qualifications Framework (NSQF) with strict monitoring guidelines enforced by NSDC.

The assessment of the trainees (both theory and practical) was conducted by India Skills Pvt. Ltd., New Delhi, Virtual Education Trust (AB), New Delhi and Growwell Fincon Services Pvt Ltd., Hyderabad assigned by Textile Sector Skill Council (TSC). Altogether 387 trainees were successfully cleared the assessment and certified for RPL Certificates. All these certified trainees are also covered Personal Accident Insurance Scheme under Pradhan Mantri Suraksha Bima Yojana (PMSBY) for three years provided by New India Assurance Company.
Today the 23rd February 2019, Chanu Creations distributes RPL certificates to all the certified trainees of West Garo Hills District in a function on RPL certificates distribution ceremony held in Tikrikilla. The event was graced by Shri Hriday Rabha Gaon Bura Kadamsali Village, Tikrikilla, Smt. Chirom Indira a National Awardee, Nari Shakti Puraskar Awardee, Women Transforming India Awardee, DMA All India Women Entrepreneurs Awardee, Vasundhara Hall of Fame Awardee and Proprietor/CEO of Chanu Creations, Shri Sani Ram Rabha Head Master Tikrikilla Govt. U.P School, Shri Mukul CH. Rabha Social Worker, Shri Hem CH.
Biswas Weaving Instructor W.T.C., Shri Brojolal Rabha Social Worker, Shri Prodip Rabha Social Worker and Shri W. Joyshankar Luwang Project Manager of Chanu Creations as Chief Guest, President and Guest of Honours respectively.
Textiles sector plays a dominant role in the cultural and economic development of the rural masses in majority of the north eastern region of India. With the advent of modernity, the traditional art of weaving has gradually faded in to the background. Gradually, the number of handloom weavers becoming lesser and the art of weaving is dying from the minds of the younger generation. Losing of such rare art form is tantamount to losing the identity of our Nation. As such, there is an urgent need to promote this art form especially among the younger generation.
Handloom is not just about wearing a certain fabric, it is connected to Indian history and politics deeply. Still we can be proud of our Handloom industry which has the full potential of representing the state from the ramp of the Fashion industry of the country and even to the Intentional Platform. The only thing that is needed is to change the outlook of our weavers and also of the people of the country.
