1. The State has been facing the problem of insurgency for the last few decades where more than 30 (thirty) UG outfits, including factions are operating in the State. The insurgency problem has adversely affected the development of the State. Although insurgency can be resolved only through political means, the State Police is tasked with the crucial job of making the atmosphere conducive to peace talks/negotiations as well as ensuring the well being of the people apart from its normal duty of maintenance of law and order.

2. Manipur Police has been able to keep the law and order situation under control and maintain public order though it is working in an extremely delicate security environment. It has also been able to achieve commendable results on the counter-insurgency front in spite of immense problems, which are both convoluted and serious in nature, compounded by shortage of man-power, infrastructural and other logistic constrains. The State Police, with the help of the Army/AR/CRPF/BSF etc., has been able to restrain and curb the activities of the UGs to a large extent.

The activities of the UGs in the valley area have been checked to a great extent due to the intensive counter-insurgency operations. Similarly, in the hill districts, the area domination by SF/Police compelled the UG elements, especially the valley based outfits, to seek refuge in the neighbouring countries like Myanmar, Bangladesh etc., apart from taking shelter in other States of the country.

There has been qualitative improvement in the security environment of the State, especially in the valley area due to the well-directed Counter-Insurgency measures which ensure effective tackling of the various threats.

On the other hand, the government’s initiative to wean away the youth from the fold of insurgency to lead a normal life has resulted in the surrender and laying down of arms by the underground cadres.

However, the overall security scenario, though improving, is still a matter of concern as the general population continues to remain under constant threat from the various UG groups operating in the State.

3. The Government has been inviting various UG groups operating in the state to come forward for negotiations as Counter Insurgency Operations alone cannot solve the problems of insurgency and militancy in the state.

In response, between February and May 2013, four UG groups viz., the United Peoples Party of Kangleipak (UPPK), the United Revolutionary Front (URF) consisting of various KCP factions and its Army Wing Manipur Army (MA), the KCP (Lamphel) and KYKL (MDF) have come forward for peace talks with the Government of India and the Government of Manipur expressing a desire to return to normal life after giving up arms. Memorandums of Understanding (MoU) were signed between the Government of India, Government of Manipur and these groups following which altogether 336 members viz., 71 cadres (including 10 leaders) of KYKL (MDF), 42 cadres (including 3 leaders) of KCP (Lamphel), 1 14 cadres (including 4 leaders) of URF, 79 cadres (including 7 leaders) of UPPK are currently lodged at different AR camps in the state.

These groups have also laid down a large number of arms and ammunition. Besides, 1 20 (one hundred and twenty) cadres of different UG groups have also surrendered to the state and central forces in the State during the period from 1.1.2013 to 30.6.201 3.

4. During the period from 01 /01 /201 3 to 30/06/2013,
464 extremists belonging to various UG outfits were arrested and
11 extremists got killed in encounters with Police/SFs,
while 93 assorted weapons were recovered from the extremists along with 1712 assorted ammunition,
116 hand grenades,
22 detonators,
18 electronic detonators,
2 bombs,
10 IEDs,
11 PEK,
3 Lethod Bombs,
4.5 Kgs of Plastic Explosives,
8 Kgs of explosive materials and
8 Charge Demolition M-112.

Moreover, 23 persons including extremists belonging to various UG groups were detained under NSA. The Police/SF have also recovered a sum of Rs. 21,1 1,636/- from leaders/cadres of various UG groups.

5. Investigation of cases has shown a marked improvement during the period. Altogether 1 172 cases were disposed of, including filing of charge sheets in 1 1 3 cases.

6. In a concerted effort to check smuggling of contraband goods and drug trafficking, the NAB/ District Police, during the period, have been able to
seize 573 grams & 18 paper packets of Heroin powder;
1225 Kgs of Ganja;
46 Kgs of Opium;
236515 Capsules &
9134 Strips of SP Capsules;
4609 Tablets & 1000 Strips of N-10 (Nitrosun);
21 150 Strips, 134300 Tablets & 80 Kgs of Pseudoephedrine, etc.
