AR to compensate Rs 3 lakh

Imphal, May 19: In a significant verdict, the Gauhati High Court, Imphal Bench has asked the Central Government and Assam Rifles authorities to pay Rs 3 lakh as compensation for killing of Thangjam Binoy Singh, S/o Thangjam Mohindro Singh of Lamding Khumanthem Leikai of Thoubal District.

The verdict was pronounced today after the final hearing of the case by a division bench of the High Court comprising of Justice T Nandakumar Singh and Justice BD Agarwal, said a press release of Human Rights Law Network.

The facts leading to the case was that on the intervening night of March 6 and 7, 2004, a team of 28 Assam Rifles personnel picked up Binoy from his house at around 1:30 am without issuing arrest warrant.

The security personnel also ransacked Binoy's room before they left.

Local villagers rushed immediately to Thoubal Police station on a bus to inquire about the arrest.

At the police station, one sub-inspector made a phone call to 28 Assam Rifles Camp asking about the matter.

It was however replied that there was no such report as the troops had not returned.

In utter shock, the CM informed the villagers when they approached him that he was sorry to say that Binoy could bot saved by police.

Binoy, along with Khumanthem Somorendro and Md Azad Khan were killed by 28 Assam Rifles in an fake encounter.

Gauhati High Court directed Additional District Judge, Manipur West to make an enquiry on May 10, 2006.Accordingly, Additional District Judge conducted enquiry and submitted her report on July 1, 2007 to the High Court saying that the troops killed the deceased in their custody.

The writ petition was filed at the initiative of Human Rights Law Network and Advocate Meihoubam Rakesh.
