No report from family, says cop in Lungnila's case

Imphal, February 09 2009: The then Second Officer In-charge of Lamphel Police Station Oinam Member Singh, while giving his statement today before the Sessions Judge, Manipur East in the ongoing trial on the kidnapping and killing of Lungnila Elezabeth has maintained that her family and relatives never reported to the police station regarding the said incident either orally or in writing.

O Member who is now serving as the OC at Litan PS, was the second OC of Lamphel Police Station where the case of kidnapping was registered.

The then OC of Lamphel PS, N Mangi was out of station when the incident took place.

O Member added that it was true that that he did not send the copies of the FIR alongwith his report to a Magistrate empowered to take cognizance of the offences.

Member further said that as he came to know about the incident from local dailies in the morning of November 5, 2003 at around 6.15 am, he registered a suo moto case under FIR case No 181(11)03 LPS u/s 364A/368/420-B and Section 400 of IPC against the accused persons and directed Sub-Inspector Kh Debakumar to investigate the case.

Seven-year-old Lungnila Elizabeth, daughter of the then Minister of General Administrative Department and Taxation Francis Ngajokpa was kidnapped on November 4, 2003 from outside her school, Little Flower School at around 3 pm.

Her body was found at Sadokpam of Imphal West district under Lamphel Police Station on November 11, 2003.CBI is now investigating the case.
