Killings decried, JACs formed in protest

Imphal, July 26: In protest against the killing of Konsam Ingo of Wangkhem Huidrom Leikai, whom the Thoubal District Police Commandos claimed to have been killed during an encounter at Thoubal Kshetri Leikai at around 7 pm of July 23, though the family members cried foul, infuriated local people today blocked Yairipok-Thoubal road.

Demanding punishment of the guilty police commandos, the family members have also refused to take back the body.

On the other hand, police foiled a protest rally taken out by the infuriated people who intended to come till the Chief Minister's bungalow to submit a memorandum in connection with the killing.

However, following the intervention of MLA of Wangkhem A/C K Meghachandra, a meeting was facilitated and the memorandum allowed to be submitted later on to Chief Minister's in-charge and Revenue Minister Th Debendra.

Although no agreement could be brought about during the meetings after the Government set July 28 for another round of meeting, the road block has been suspended for some days.

Before coming to submit the memorandum, a public meeting was held during which a JAC was formed and adopted various resolutions.

The meeting resolved not to take back the body of Ingo until the Government initiate necessary action in connection with the killing, awarding befitting punishment to the involved commandos and providing a suitable Govt job to the bereaved family.

Police claimed that Ingo had connection with one UG group and one hand grenade had been recovered from his possession after the shoot out.

The post-mortem of the body was conducted at Lilong PHC, though the family members have not taken possession of it.

On the other hand, claiming that Thokchom Winkle Meetei s/o Kaminikumar Meitei of Mutum Phibou who was reportedly killed by a combined force of Imphal West Police Commandos and 39 Assam Rifles in the afternoon of July 24 was an innocent person, the JAC formed in protest against the killing today met Chief Minister's in-charge Thoudam Debendra and submitted a memorandum demanding a judicial inquiry into the incident.

In the memorandum, the JAC Against the Killing of Thokchom Winkle pointed out that Winkle was an innocent person doing odd jobs to help the family and on that fateful day he had gone to the market to purchase some clothes carrying along with him Rs 3000 in cash and a mobile phone.

The JAC demanded investigation into the matter to find out the truth so that necessary punishment could be given to the guilty personnel.

During the course of the meeting, the Chief Minister's in-charge assured the JAC members that a formal meeting with the Chief Minister could be arranged when the latter returns back from New Delhi on Monday.

Talking to mediapersons after coming out from the meeting, secretary of the JAC M Manihar said that if the Government does not give a positive response to the demands of the JAC during the talks with the Chief Minister on Monday, then the JAC would be constraint to launch agitation and not to take back the body.
