Bureaucrats must keep financing rules: Bhorot

Imphal, July 09: Opening the discussion on budget estimates for the day, BJP legislators Meinam Bhorot observed that while it is fact that every state must have an annual budget, the more important thing is for powers that be to execute the chalked out strategy faithfully.

In more specific terms he stated that ministers and bureaucrats should abide by the general finance rules set by the government.

He pointed out that the delegation of power to senior officers has allowed relaxation in the general financial rules.

Maintaining that the relaxation of rules is not advisable he asserted that it is time for the government to maintain financial discipline.

He stated that under the provision of delegation of power, a high ranking official have been given discretionary power to utilize up to Rs 20 lakhs.

He demanded that the total expenditure incurred through the use of such discretionary power be tabled in the House.

He said, the state government�s account No 8449 has become a curse for other departments although it has been a boon for the finance department.

He suggested that it should be reformed in a way that it will enable other departments to improve their performances.

Bhorot observed that income generation provision is not visible in the current budget estimates.

Delving on the importance of resources mobilization drives, he suggested that the finance department keep stricter vigil over all the financial transactions in each and every departments.
